MMIS

The Medicaid Management Information System (MMIS) is a database that stores information for Minnesota Health Care Programs (MHCP). DHS uses data stored in MMIS to help eligible people access needed medical services. MHCP providers submit claims for payment of services to the MMIS system.

Applications

MMIS subsystems

MMIS stores entered data in separate areas referred to as application files or subsystems. Each MMIS subsystem performs a specific function and is dependent on data stored in other parts of MMIS.

MMIS main menu

MMIS main menu lists the applications (i.e., subsystems) available based on the security group used to access MMIS. Some of the primary MMIS applications are:

  • · Claims processing applications.
  • · Financial control application.
  • · Prior authorization applications.
  • · Provider file application.
  • · Recipient file application.
  • · Recipient miscellaneous functions.
  • · Reference file applications.
  • · TPL billing application.
  • MMIS panels and fields

    Each application consists of a series of panels, commonly referred to as screens. The first panel in any application file is the key panel. Workers enter information in key panel fields to tell MMIS what actions they wish to take.

    MMIS panels contain fields that display data. Workers enter data in fields. MMIS auto-populates some fields. Information entered in fields must be a valid value. Valid values are specific codes programmed into MMIS. Some MMIS fields are for text entry.

    Access to MMIS

    The DHS MMIS security unit grants permission to access MMIS. Counties, DHS, health plans, tribes and other contracted agency staff use MMIS. Access to application files varies based on workers’ business needs.

    Each agency has one or more MMIS liaisons to assist workers and supervisors with MMIS-related issues. Workers’ supervisors define the scope of MMIS needs. Liaisons request MMIS access from the DHS MMIS security unit. DHS reviews requests and assigns workers the appropriate permission (i.e., security group or groups) to access MMIS.

    Security groups

    The DHS MMIS security unit assigns one or more MMIS security groups to a worker based on the worker’s business needs. MMIS security groups:

  • · Define and grant access to the MMIS applications a worker needs for their job.
  • · Designate which MMIS applications a worker is allowed to view only.
  • · Allow a worker to create and/or update documents in MMIS within designated applications.
  • · Restrict access to areas for which a worker does have a business need.
  • Workers with an appropriate MMIS security access may view or take specific action on service agreements. Action includes initiative or updating a service agreement. The changes allowed depend on the HCBS program and service agreement type.

    Revoking MMIS access

    MMIS automatically revokes access when a worker has not accessed MMIS recently. In addition, DHS revokes MMIS access when workers:

  • · Are no longer employed by the agency.
  • · No longer have a business need to use MMIS.
  • Reinstating MMIS access

    Workers should contact their agency MMIS liaisons to request reinstatement of MMIS access.

    Passwords

    MMIS is a password-protected system that requires a user ID and password to activate a MMIS session. Workers must change their MMIS password every 30 days. Workers must contact their MMIS liaison for help when MMIS access suspends because of a password violation.

    Navigation

    Keyboard keys

    Use keyboard keys to navigate panel to panel and field to field in MMIS. Navigation keys include letters, numbers and special command keys (e.g., end, enter and ctrl).

    Programmable function keys

    Use function keys to perform a variety of navigational functions in MMIS. Function keys F1 through F12 are located at the top of most keyboards. MMIS displays availability of function keys labeled PF1 through PF12 at the bottom of most MMIS panels.
