Recent CBSM updates
The following changes are general updates to the Community-Based Services Manual (CBSM). They are not changes in response to the COVID-19 pandemic.
In May 2020, DHS made updates to the following pages in the CBSM:

ICLS | We comprehensively reviewed CBSM – Individual community living supports (ICLS) and made the following changes: · Clarified language throughout the page· Updated the provider standards and qualifications section to include requirements for non-agency providers (e.g., relatives) to provide services and to add a link to CBSM – Paying relatives and legally responsible individuals. |
Paying relatives and legally responsible individuals | We added Elderly Waiver (EW) and Alternative Care (AC) to the legal authority section on CBSM – Paying relatives and legally responsible individuals. We did not change any other content on the page. |
Changes in authorization of SNVs | We updated CBSM – Changes in authorization of skilled nursing visits (SNVs) and made the following changes: · Updated instructions to change the registered nurse (RN) and licensed practical nurse (LPN) ratio based on the updates we made to MA Home Care Technical Change Request, DHS-4074 (PDF)· Combined instructions for service agreements that started before Jan. 1, 2020, with instructions to change the RN/LPN ratio.We updated MA Home Care Technical Change Request, DHS-4074 (PDF) to add “change ratio of RN/LPN” as an option so home health agencies do not need to use the notes field to indicate this type of update. |
Location of services | We added language that addresses collocated settings and settings connected to institutions to the following pages: · CBSM – Adult day services (BI, CADI and DD only)· CBSM – Adult day services bath (BI, CADI and DD only)· CBSM – Family adult day services (BI, CAC, CADI and DD only)· CBSM – Day training and habilitation· CBSM – Prevocational services· CBSM – Structured day program.This update adds policy changes made to the federal BI, CAC, CADI and DD waiver programs. Night supervision services | We comprehensively reviewed CBSM – Night supervision services and added assistance with activities of daily living (ADLs) as a covered service This update adds policy changes made to the federal BI, CAC, CADI and DD waiver programs. We are updating the CBSM homepage and appending notes to policy pages affected by temporary waiver and policy changes.· The Temporary waivers and program modifications page is a complete list of emergency temporary changes to administrative and regulatory requirements for food assistance, home care, public health care and other state programs in response to the pandemic.· We are using official DHS bulletins to share operational guidance for many of these modifications.· For agency-wide COVID-related updates to DHS programs, visit the DHS homepage.· The Coronavirus Disease in Minnesota website contains the latest statewide information related to the pandemic.· For updates, information and resources for providers, visit the Minnesota Department of Health Coronavirus Disease 2019 (COVID-19) website. · Sign up for COVID-19 DHS email notifications to be notified when changes occur to policies, processes and requirements.· We use the AASD lead agency eList and the DSD lead agency eList to notify counties, tribal nations and providers about AASD and DSD programs, services, policy changes, etc., including COVID-related changes and bulletin postings.Previous eList announcements
