Background information
DHS is preparing to transition from personal care assistance (PCA) and the Consumer Support Grant (CSG) to CFSS.
CFSS will expand people’s choices about how they receive their services, including who can provide services, additional support for writing plans, more self-direction options and the ability to purchase goods to aid a person’s independence. For more information about CFSS, see the DHS CFSS webpage.
Consultation services is a new component of CFSS. Consultation services providers will support people receiving CFSS by providing education to help them make informed choices about meeting their needs with CFSS. All consultation services providers must have a contract with DHS, which can be obtained by responding to this RFP.
Note: Lead agencies are not eligible to respond to the RFP or provide consultation services.
