Service rate and budget changes effective Oct. 1

The 2021 Minnesota Legislature authorized a number of rate and budget increases for home and community-based services. The following service rate and monthly budget increases are effective Oct. 1, 2021:

  • · 10.10 percent increase to personal care assistance (PCA)
  • · 10.30 percent increase to PCA complex
  • · 49.70 percent increase to PCA supervision
  • · 3.16 percent increase to Elderly Waiver (EW), Alternative Care (AC), and EW and AC Consumer Directed Community Supports (CDCS) monthly case mix budget caps
  • · 1.58 percent increase to CDCS budgets under the Brain Injury (BI), Community Alternative Care (CAC), Community Access for Disability Inclusion (CADI) and Developmental Disabilities (DD) waiver programs
  • · 10.10 percent increase Consumer Support Grant (CSG) budgets
  • · $42.00 for CDCS background checks.

  • · MMIS instructions (review the “Instructions and manuals” tab on the LTSS rate changes page).

    • The increases will be reflected in the Medicaid Management Information System (MMIS) and MnCHOICES after the MMIS automation process and the MnCHOICES release.
