HCBS Waiver and AC Training Requirements
All Home and Community-Based Services (HCBS) waiver and Alternative Care (AC) providers who are newly enrolling in Minnesota Health Care Programs (MHCP) on or after Jan. 1, 2014, must have an owner or managing employee of their organization complete the HCBS Waiver and AC Provider Training 101.
HCBS and AC providers must also designate an owner or managing employee from their organization as the designated biller. The designated biller must complete the Waiver and AC Resources and MN–ITS Training (formally known as Waiver Billing Lab).
HCBS Waiver and AC Provider Training 101
MHCP will not activate a new provider’s enrollment record until at least one owner or managing employee passes the HCBS Waiver and AC Provider Training 101 with a score of 80% or higher on a competency evaluation at the end of the training. After the owner or managing employee passes the competency evaluation, submit proof of completion with your application request. Proof of completion must show the name of the owner or managing employee who completed the training and the date of completion. Proof of completion may be any of the following:
Waiver and AC Resources and MN–ITS Training
The owner or managing employee designated as the biller must complete the Waiver and AC Resources and MN–ITS Training within six months of new enrollment for HCBS waiver and AC program services. Upload a copy of the certificate of completion to the Minnesota Provider Screening and Enrollment (MPSE) portal or fax it to MHCP Provider Eligibility and Compliance at 651-431-7493.
Eligible Providers
All providers new to MHCP enrollment on or after January 1, 2014, enrolling to provide services authorized through the HCBS waiver and AC programs must complete required training except for those meeting the following exemptions.
Exemptions
Providers of the following HCBS services are exempt from both the HCBS Waiver and AC Provider Training 101 and the Waiver and AC Resources and MN–ITS Training:
Providers of the following HCBS services are exempt from HCBS Waiver and AC Provider Training 101, but are still required to complete the Waiver and AC Resources and MN–ITS Training:
Effective June 1, 2026, all exemptions will be discontinued for HCBS waiver and AC programs and both the HCBS Waiver and AC Provider Training 101 and the Waiver and AC Resources and MN–ITS Training will be required for all providers new to MHCP enrollment.
