Overview

This page provides information about transportation and interpreter services that can help people access the Early Intensive Developmental and Behavioral Intervention (EIDBI) benefit.

Transportation

Minnesota Health Care Programs (MHCP) covers nonemergency and emergency medical transportation (NEMT) services. If a person needs transportation to services, NEMT covers it as described on MHCP Provider Manual – NEMT services.

EIDBI does not reimburse providers to transport people receiving services. Qualified EIDBI providers use the EIDBI travel time service to bill travel to and from a location other than their typical place of service so they can provide in-person EIDBI services. DHS cannot consult on whether an EIDBI provider agency should choose to transport people receiving services. Provider agencies should make a decision that meets their business needs after reviewing MHCP Provider Manual – NEMT services. DHS also recommends consulting with a lawyer and insurance provider about the liability risks of transportation.

EIDBI provider agencies could arrange for a transportation driver, family member, personal care assistance (PCA) worker or other care provider to transport the person to community settings for EIDBI services as needed.

Interpreter services

EIDBI provider agencies must:

  • · Determine how to adapt the evaluation, treatment recommendations and plan to the person’s and legal representative’s culture, values and language preferences.
  • · Have a Limited English Proficiency (LEP) plan that complies with Title VI of the Civil Rights Act of 1964.
  • · Provide spoken language interpreter services to all people with LEP, regardless of whether the person receives MHCP services.
  • · Provide sign language interpreter services when necessary to help people who are deaf or hard of hearing get covered services.
  • · Offer communication and language assistance that complies with the National Standards for Culturally and Linguistically Appropriate Services (CLAS). For more information, refer to U.S. Department of Health and Human Services Office of Minority Health – Think Cultural Health.

    Cost of interpreter services

    MHCP-enrolled providers (including EIDBI provider agencies) are responsible to provide interpreter services, at the provider’s expense, for people whose coverage does not include interpreter services. The amount paid by MHCP may not cover the full cost of interpreter services. Providers must bear the cost or cost difference to provide interpreter services.

    MHCP-enrolled providers may receive reimbursement for interpreter services when they:

  • · Locate spoken language interpreter services (refer to MDH – Interpreters roster search).
  • · Identify the interpreter’s charges and schedule sessions as medically necessary.
  • · Pay the interpreter directly and submit for reimbursement by following the service authorization and billing instructions on MHCP Provider Manual – Access services.
  • · Save paid invoices as proof of service delivery in case of an audit.
  • For people enrolled in a managed care organization (MCO), the provider should contact the MCO for billing instructions.
