Purpose: To announce resources about residential support service criteria (RSSC) implementation for disability waivers (Brain Injury [BI], Community Alternative Care [CAC], Community Access for Disability Inclusion [CADI] and Developmental Disabilities [DD] waivers)

RSSC implementation resources effective July 1, 2025

DHS created resources about RSSC implementation effective July 1, 2025. The new RSSC applies to people on disability waivers who receive community residential services (CRS) or customized living (CL). We announced the new RSSC in the March 4, 2025, eList announcement.

Policy

DHS posted a new manual page that provides policy and process guidance to certified assessors and case managers about RSSC. For more information, including RSSC exceptions, refer to CBSM – RSSC.

MnCHOICES resources

The MnCHOICES Help Center has additional resources, including:

  • · MnCHOICES assessment practice guide (complex needs guidance).
  • · MnCHOICES support plan practice guide (informed choice/informed decision guidance).
  • Office hours

    DHS will hold an office hours session for assessors and case managers in June 2025. We will share details about office hours directly with lead agencies via regional staff and MnCHOICES mentors.
