DWRS compensation thresholds tracking delay
The 2025 Minnesota Legislature passed a change to the DWRS compensation thresholds policy to delay implementation until Jan. 1, 2029. DHS will begin to track compensation thresholds policy compliance during the 2030 DWRS cost reporting period.

Applicability
This legislation impacts all organizations that provide DWRS services except select assisted living facilities. The compensation thresholds requirements for residential service providers do not apply to assisted living facilities that provide customized living and 24-hour customized living services.
