MN–ITS

Overview

The federal Health Insurance Portability and Accountability Act of 1996 (HIPAA) requires all health care providers and payers to use universal standards for electronic billing and administrative transactions (health care claims, remittance advice [RA], eligibility verification requests, referral authorizations and coordination of benefits). Minnesota requires all Minnesota-based health care claims to be submitted electronically.

MN–ITS is Minnesota Health Care Programs (MHCP’s) free, web-based, HIPAA-compliant system for claim submission, inquiry and other health care transactions.

All providers and their affiliated clinics or billing services must register for MN–ITS access. MHCP does not process paper claims. Additionally, providers must register for MN–ITS to access the Minnesota Provider Screening and Enrollment (MPSE) portal.

Submit claims through the following:

  • · Submit individual, direct data entry claims through MN–ITS Interactive.
  • · Submit your transactions through MN–ITS Batch if you use HIPAA-compliant billing software or are a billing organization
  • MN–ITS also gives you access to perform the following functions:

  • · Verify active provider enrollment status.
  • · Verify program eligibility for one or more MHCP members at one time.
  • · Submit authorization requests for medical or dental services or supplies.
  • · Submit service agreement (SA) requests for home care services.
  • · Retrieve your authorization and service agreement letters.
  • · Submit claims (including claims with Medicare and other insurance).
  • · Copy previously submitted MN–ITS claims or replace incorrectly submitted paid claims.
  • · Check a claim's paid or denied status (request claim status).
  • · Submit Pay-for-Performance Results Payment.
  • · Retrieve your Remittance Advice (RA).
  • · Assign SFTP access.
  • · Access Provider Lists and other applications.
  • MHCP Enrollment and Registration

    You must enroll with MHCP to have access to MN–ITS. After you are approved as an MHCP provider, you must register with LoginMN to access MN–ITS. LoginMN is a widescale, all-Minnesota state agency effort to improve security, enhance program integrity and pull all state applications under one sign on.

    LoginMN requires a unique work email addresses for MN–ITS access and not a shared email address as this will be the user’s log in.

    Identifying the Primary Administrator

    You must identify an individual as the MN–ITS primary administrator (PA) when you enroll with MHCP. If you enrolled with MHCP using:

    Minnesota Provider Screening and Enrollment (MPSE) portal: During your enrollment using the portal, your organization identified an individual as the MN–ITS PA. The MN–ITS PA is the person whose name is entered as the primary administrator on the Enrollment Record Information screen in MPSE.

    Note: If the MPSE enroller and the MN–ITS PA identified are the same person with the same email address, they will not receive an email from LoginMN to complete LoginMN registration. This person would have already registered with LoginMN for MPSE. The PA will start with step 3 of “To register for MN–ITS access”.

    Fax: You faxed your enrollment application and received your “Welcome” letter in the mail from MHCP. Your letter informs you to register for LoginMN and MN–ITS, your organization must identify one user to act as your MN–ITS PA. Do the following:

  • · Email: dhs.tier2@state.mn.us
  • · Subject: MHCP Welcome Letter Received MN–ITS Primary Admin Needed
  • · Body of email: NPI or UMPI, first and last name and email address of the person you want as the MN–ITS PA. It’s recommended to use a work email address for MN–ITS.
  • Note: Please only submit one email per request to Tier2. Each email sent creates a new ticket, which results in duplicate, multiple tickets for the same issue and causes a backlog.

    Administration of your organizations MN–ITS account is controlled by your PA, not MHCP. It is important to keep a record of the PA for your organization.

    PA Responsibilities:

  • · Distribute the Minnesota DHS Electronic Data Interchange Trading Partner Addendum (PDF) to others in your organization, as needed, to ensure compliance.
  • · Managing their MN–ITS user accounts, including disabling accounts when individuals leave their organization.
  • To register for MN–ITS access, follow these steps:

  • 1. The MN–ITS PA must register with LoginMN.
  • Do not create a LoginMN account directly from the LoginMN webpage. This will not give you MN–ITS access.
  • 2. LoginMN will automatically send an email to the PA with a link to complete the LoginMN registration.
  • 3. The PA must select the MN–ITS application tile from the LoginMN Minnesota Partners Apps webpage or NPI/UMPI (if multiple NPIs/UMPIs) from the list that appears.
  • 4. The PA will be directed to MN–ITS registration, this process will have the PA:
  • · Review displayed contact information. This information cannot be modified.
  • · Review the EDI Trading Partner Addendum and must agree to the addendum electronically. This addendum adds to your existing MHCP Provider Agreement and supersedes any existing MHCP EDI Biller Agreements between you and MHCP.
  • Note: This creates your MN–ITS Administration account and allows you to create MN–ITS users

    Multiple NPIs or UMPIs
    If your organization chooses to use one individual as the PA for multiple NPIs or UMPIs, you should use the same work email address.

    For example: You are a biller for five different providers (NPIs: 1234567890, 2345678901, 3456789012, 4567890123, and 5678901234), you should use the same work email address for all five. Use an email address specific to you, such as jane.biller@businessname.com and not info@businessname.com

    You will receive one email from LoginMN to complete registration for all five NPIs. After you complete your LoginMN registration and you select each NPI, you will be directed to register each NPI for MN–ITS access.

    The MN–ITS PA should review the following user manuals and webpage:

  • All pay-to providers billing through a billing organization (such as a clearinghouse or billing intermediary) must also register for MN–ITS access as the provider organization. Providers may assign their billing organization as their MN–ITS primary administrator, but providers must have MN–ITS access to continue to verify eligibility, check the status of their claims and receive their RAs. Providers are responsible for all claims submitted to MHCP and for reconciling their claims.

    MN–ITS Mailbox

    MHCP uses MN–ITS to communicate information to providers. Check MN–ITS mailboxes regularly for important updates. Failure to respond to MHCP requests may result in payment suspension or termination of your record.

    There are three main mailbox sections:

  • · Mailbox Home contains links to online webpages such as MHCP provider news and updates (DHS sends a link to the MHCP Provider news and updates to providers’ mailboxes every other Tuesday) or when there are important provider announcements.
  • · Transaction Responses contain file folders such as 835 X12 and PDF remittance advice (RA), 270/271 and 999 responses.
  • · Miscellaneous Received contains file folders such as prior authorizations, service authorizations, provider enrollment letters, pre-payment document request letters.
  • Except for “Mailbox Home,” each section contains specific folders for various business functions. The primary administrator of each MN–ITS account determines the access each user has within these sections and to the folders within each section. You may or may not have the folders listed based on your business.

    Note: The file folders will appear if something is placed in that folder. For example: If you do not request prior authorizations for any of the services you provide, you will not see the PAL (prior authorization letter) folder.

    The start and end dates in “MN–ITS Quick Search” span a rolling 30-day period (today minus 30 days). As content is added, providers can search and retrieve content. Refer to the MN–ITS Mailbox user manual or watch the Using the MN–ITS Mailbox video for more information and instructions on using the mailbox feature.

    Providers must keep appropriate records according to state and federal retention requirements.

    Enhanced Pre-Payment Review
    Minnesota requires enhanced pre-payment review (known as pre-payment review) beginning late December 2025. MHCP suspends and reviews submitted claims for certain Medicaid benefits and services before they are paid as part of a coordinated effort to reduce fraud, waste and abuse in Minnesota’s Medicaid program.

    We will place a request letter in your MN–ITS mailbox (miscellaneous received, file type PREPAYDOCREQUEST) if we need documentation for enhanced payment review from you. Follow the instructions in the request letter if you receive one.

    Note: The request letter placed in MN–ITS is time sensitive and the way you will be notified we are requesting documentation. The letter will give you instructions for uploading the requested documentation through MN–ITS.

    MN–ITS Applications

    MN–ITS also houses other applications for provider use. Access to these applications has been tailored based on your provider type and the services you provide. The MN–ITS PA may further restrict views or access.

    Minnesota Provider Screening and Enrollment (MPSE) portal is a secure online web-based tool that lets providers enroll and manage their enrollment records with MHCP. Refer to the MPSE User manual for information.

    Consolidated Provider
    A consolidated provider is defined as a provider with multiple enrollment records assigned to one National Provider Identifier (NPI). A provider can offer multiple types of services, but not all services can be billed under one enrollment record. So, multiple enrollment records may need to be created depending on the type of service.

    Refer to Taxonomy Codes in the Consolidated Provider Billing Information manual section for how DHS uses taxonomy codes.

    Note: Your organization must add or update taxonomy codes through the Taxonomy/Contract Code Maintenance application in MN–ITS. DHS cannot add or update taxonomy codes.

    Provider Lists
    Provider Lists are downloadable Excel spreadsheets made available to MN–ITS users and contain MHCP enrolled provider information.
