MFIP HARDSHIP EXTENSIONS - REMOVING 1 PARENT

MFIP:
The option to remove 1 parent in a 2-parent assistance unit can occur when 1 parent does not meet an extension criteria.


The option to remove 1 parent must occur as part of a discussion and decision-making process between the county or tribe, the Employment Services Provider, and the parents. The county or tribe MUST NOT automatically remove or add a parent.

When 1 parent reaches month 60 before the other and DOES NOT meet the criteria for an extension, the unit has the option to remove the parent who DOES NOT have an extension from the grant and continue MFIP for the remainder of the unit. Either parent may request to remove the parent who does not meet criteria for an extension from the unit effective month 61. In that case, treat the remaining assistance unit as a 1-parent unit. Sanction policy applies. Deeming provisions apply. See 0016.03 (Income from Disqualified Unit Members), 0020.09 (MFIP Assistance Standards), 0025.30 (Financial Responsibility, People Not in Home).

When BOTH parents in a 2-parent assistance unit reach month 60 at the same time and are being evaluated for an extension, if 1 parent meets extension criteria and the other does not, the parent who does not meet extension criteria may be removed from the grant so that MFIP can continue for the remainder of the unit. Either parent may request removal of the parent who does not meet requirements for an extension from the unit effective month 61. If both parents fail to meet the criteria for an extension, DO NOT extend the MFIP case.

Only 1 parent may be removed from the MFIP unit under this provision at a time. There is no limit on how many times the removed parent can be added back to the unit.
