HSP:
The standard of need for a person who lives in a Housing Support Program (HSP) setting is the sum of:
● | The HSP Room and Board Rate (also known as the MSA equivalent rate, Base Rate, or Rate 1). |
PLUS | |
● | The Supplementary Service Rate for the setting for which the person is eligible, or the Difficulty of Care (DOC) rate for the person (if any). |
Effective 7-1-25, the maximum monthly HSP Housing Rate is $1,192 for Group Settings. Counties may negotiate a different rate, not to exceed the maximum. Group Settings include the following:
- Adult Foster Care
- Boarding Care Home
- Board and Lodge
- Board and Lodge with Special Services
- Hotel/Restaurant
- Supervised Living Facility
- Assisted Living
- Tribe Certified Housing – Group
Effective 7-1-25, the maximum monthly HSP Housing Room and Board Rate is $1,242 for Community Settings excluding Metro Demo. Counties may negotiate a different rate, not to exceed the maximum. Community Settings include the following:
- General Supportive Housing
- Long-Term Homeless Supportive Housing

Effective 1-1-24, the maximum Supplementary Service Rate is $494.91 and the maximum DOC rate is $494.91. Some HSP vendors have a Supplemental Service Rate exceeding the maximum rate, these are EXCEPTIONS due to legislative actions.
The current HSP Room and Board Rate and Supplementary Service Rate are shown on the MAXIS VND2 panel. The DOC rate is determined by county social services and for current HSP participants can be found on the FACI panel. The HSP Supplementary Service Rate and DOC rate are subject to the statutory maximum and may only be used to pay for services otherwise not eligible for payment by a waiver on behalf of the client.
