To: Lead agency staff and home and community-based waiver service providers who use the Rate Management System (RMS) within the MnCHOICES Support Plan

Purpose: To alert lead agencies and waiver service providers about when lead agency staff can complete RMS rate calculations for services with a start date in 2020.

December update to Rate Management System
DHS will update the Rate Management System (RMS) within the MnCHOICES Support Plan on Dec. 13, 2019. This RMS update will include changes to some framework component values, which will affect 2020 rate calculations.
When can lead agencies calculate RMS rates with a start date of Jan. 1, 2020, or later?
Please wait for the "all-clear" message from DHS that the Dec. 13, 2019, release is complete before you:
DHS is waiting for a response from the Centers for Medicare & Medicaid Services (CMS) on whether or not the application of the competitive workforce factor (CWF) has been approved. If CMS approves the CWF, DHS will update the MnCHOICES Support Plan and update via eList. For more information on DWRS component values, see the Oct. 1, 2019 eList.
