EIDBI legislative updates

The Minnesota Legislature made updates during the 2024 legislative session that impact EIDBI providers, including:

  • · Creation of one-time emergency relief grants for rural EIDBI providers.
  • · Additional options to meet EIDBI level I provider qualifications.
  • · Board-certified behavior analyst (BCBA) licensure.
  • Emergency relief grants for rural EIDBI providers

    DHS will distribute and administer emergency relief grants for rural EIDBI providers:

  • · Amount: One-time appropriation of $600,000 in fiscal year 2025.
  • · Availability: Grants will be available until June 30, 2027.
  • · Eligibility: EIDBI providers that serve communities outside the metropolitan counties of Anoka, Carver, Dakota, Hennepin, Ramsey, Scott and Washington and outside the cities of Duluth, Mankato, Moorhead, Rochester and St. Cloud.
  • DHS will share more information, including application instructions, in a future eList announcement.

    EIDBI level I provider qualifications

    Effective Aug. 1, 2024, a person has additional options to meet a level I provider requirement:

  • · Be a BCBA as defined by the Behavior Analyst Certification Board (BACB).
  • · Be a qualified behavior analyst as defined by the Qualified Applied Behavior Analysis Credentialing Board.

    BCBA licensure

    Effective Jan. 1, 2025, all BCBAs who work within the EIDBI program must have a license in Minnesota. Minnesota is the 38th state to license Applied Behavior Analysis.

    Note: The qualified supervising professional (QSP) requirements for EIDBI services remain the same. The BCBA licensure requirement did not automatically add BCBAs to the list of licensed mental health professionals who are qualified to be QSPs in Minn. Stat. §245I.04, subd. 2.
