Purpose: To announce a change to the home and community-based services (HCBS) lead agency review process

Transition to permanent remote reviews by the lead agency review team

Effective immediately, the lead agency review team will conduct all reviews remotely. We made this change to:

  • · Improve efficiency.
  • · Make sure our evaluation processes are thorough and inclusive.
  • · Enhance our ability to support lead agencies.
  • · Make sure HCBS waiver programs continue to serve the community effectively.
  • Background information

    DHS developed the HCBS lead agency review process to evaluate how programs operate and meet the needs of the people they serve.

    Lead agency reviews will continue to:

  • · Use a mixed-method approach during a multi-day review.
  • · Assure lead agency compliance in HCBS waiver program administration.
  • · Share performance on key measures and outcomes.
  • · Identify best practices to promote collaboration between lead agencies.
  • · Obtain feedback about DHS resources to prompt state improvements.
