4.6.9 Authorized Activities for Families Experiencing Homelessness

Activity exemption

Families experiencing homelessness are exempt from activity requirements at application and during the three-month period that follows the date the application is received.

Job search is not used for families experiencing homelessness at application.

Families with activities at application

If a family has an authorized activity at application or during the three-month period they may qualify for more hours of child care. Authorize additional hours if the activity and activity schedule are verified. See CCAP Policy Manual 9.1 (Authorizing Child Care) and 9.1.15 (Authorizing Care – Expedited Child Care).

Activity requirements to continue eligibility at the end of three-month period

The family must meet and verify activity requirements by the end of the three-month period for eligibility to continue. The family can verify that they met the activity requirements anytime during the three-month period.

The family must be participating in an authorized activity under Chapter 4.6.3 (Authorized Activities Within an Employment Plan) or Chapter 4.6.6 (Authorized Activities Outside an Employment Plan) or be on Extended Eligibility.

  • · The family is not eligible for Extended Eligibility unless the parent had an employment activity, an approved education plan, or an activity within an employment plan that permanently ended during the three-month period.
  • Example: The three-month expedited homeless policy period is January 1 to March 31.

  • · The family verifies that on February 1 they started employment that meets the minimum work requirements that apply at application.
  • · The family’s employment permanently ended on February 28.
  • · The family is eligible for Extended Eligibility from March 1 to May 31 due to permanent employment ending. Note: Even though Extended Eligibility in this example goes beyond the three-month expedited homeless policy period, all other required verifications are needed to continue eligibility beyond the three-month expedited homeless policy period. If all verifications are not received or homeless requirements are not met the case must be put in Temporary Ineligible status. See CCAP Policy Manual 4.21 (Expedited Child Care for Families Experiencing Homelessness) and 8.6 (Temporary Ineligibility).
  • · Job search outside of an Employment Plan is not an authorized activity at the end of the three-month period.
  • · If the activity is employment outside of an Employment Plan:
  • · The parent must verify that they meet the minimum employment requirements that apply at application (be working an average of 20 hours per week at minimum wage or 10 hours per week if they are a full-time student). See Chapter 7.4 (Verification – 12-Month Eligibility Period).
  • · If the parent has an employment activity below the minimum employment requirement, MEC² requires an override to get ineligible results. See the MEC2 User Manual System Limitations for the “Job Search Ends and Remaining Activity Does Not Meet Requirements” workaround.
  • · If the activity is education outside of an Employment Plan, the parent must verify that they meet the education criteria in the agency’s county and tribal child care fund plan. See Chapter 7.4 (Verification – 12-Month Eligibility Period).
  • Ongoing activity requirements

    Families experiencing homelessness have the same activity requirements as other families during the 12-month eligibility period and at redetermination. See Chapter 8.1.9 (Changes in Activity) and Chapter 4.6 (CCAP Authorized Activities).
