Definitions | Designated billing person: Person responsible to ensure claims are billed according to DHS policies and procedures. Managing employee: General manager, business manager, administrator, director or other individual who exercises operational or managerial control over or directly or indirectly conducts the day-to-day operation of PCA services for an institution, organization or PCA provider agency. This does not include managing employees who solely manage non-PCA areas of the business. Owner: Person with an ownership or control interest of 5% or more. Qualified professional (QP): Professional who provides oversight and supervision of PCA services and staff in the delivery of PCA services. | ||
Overview | DHS is in the process of transitioning from PCA to Community First Services and Supports (CFSS). DHS is no longer offering training for new PCA agency owners and managers. We plan to make CFSS training available for new agency owners and managers in fall 2021. Agencies who need training for a new designated billing person or QP can still access training from DHS for those roles. Existing owners, managers and QPs must take the online CFSS transition training to continue providing services in CFSS. | ||
Requirements | PCA agencies must identify individuals in their organization who are required to complete training. PCA training requirements affect: The agency must determine if an individual is required to complete training. When additions or changes to these positions/roles occur, the agency must ensure the individuals complete training. If an agency identifies a change in the designated billing person, the agency must complete a change of information form and required training. The designated billing person may train others within the agency. A board of directors is exempt from the training requirements, unless they meet one of the four definitions above. | ||

New QPsIf a PCA agency hires a new QP, the new QP needs PCA training to serve people still using PCA services until the transition is complete. The QP must either: To take the online training: 1. Go to DHS PCA and CFSS Training and Test 2. Under “take the test you need,” select “PCA qualified professional training” and click Next – Register 3. Complete the required fields 4. Check your email for a link to the next steps 5. Follow the instructions to review the training and complete the test 6. Check your email for a certificate and give the certificate to your employer. New QPs also will need to complete CFSS training to continue providing services in CFSS. PCA agency owners and managers and existing QPsDHS is not currently offering Steps for Success training for new owners and managers, in preparation for the transition to CFSS. DHS plans to publish information about training for new owners and managers in fall 2021. Existing owners, managers and QPs must take the online CFSS transition training for PCA agency owners/managers/QPs to continue providing services in CFSS. To take the online training: 1. Go to DHS PCA and CFSS Training and Test 2. Under “take the test you need,” select “CFSS transition training for PCA agency owners/managers/QPs” and click Next – Register 3. Complete the required fields 4. Check your email for a link to the next steps 5. Follow the instructions to review the training and complete the test 6. Check your email for a certificate and instructions on submitting it to DHS with other required documentation. Note: The online training is not for new owners and managers. DHS is not enrolling new agencies at this time. New owners and managers will need to take training specific to their learning needs when DHS makes that training available. | ||
