Minnesota Health Care Programs Eligibility Policy Manual

The Minnesota Health Care Programs (MHCP) Eligibility Policy Manual (EPM) provides eligibility policy for the health care programs administered by the Minnesota Department of Human Services. The EPM includes eligibility policy for the following programs:

  • Medical Assistance (MA)
  • MinnesotaCare
  • Minnesota Family Planning Program (MFFP)
  • Medicare Savings Programs (MSP)

Health care policy before June 1, 2016

For health care policy information before June 1, 2016, refer to one of the following archived manuals:

  • The IAPM provided health care eligibility policy for people who met the criteria for MA for Families with Children and Adults, MinnesotaCare and Advanced Premium Tax Credit.
  • The HCPM provided policy and procedure information for MA and MinnesotaCare. Beginning Jan. 1, 2014, the HCPM primarily provided policy and procedure information for MA for people age 65 or older, disabled or blind; MA for certain populations; MFFP and MSP.
  • The first version of the HCPM provided health care policy for MA and MinnesotaCare before Dec. 1, 2006.
  • Terminology disclaimer

    The terminology used to describe people with disabilities has changed over time. The Minnesota Department of Human Services ("Department") supports the use of "People First" language. Although outmoded and offensive terms might be found within documents on the Department's website, the Department does not endorse these terms.imageimageimage
