Adoption/Guardianship and TPLPC

The Minnesota Department of Children, Youth, and Families (DCYF) partners with county social service agencies, tribal and private agencies, county attorneys, guardians ad litem, courts and others to provide services to children and youth whose permanency plans are adoption or transfer of custody (TPLPC), as well as to prospective and current adoption and kinship families.

  • The Benefits Information Portal (BIP) includes helpful information on benefits, access to information about your child’s benefit, and reimbursement information.
  • At-Risk adoption assistance conversion – families can request to have a child’s At-Risk Northstar adoption assistance benefits converted to include a monthly payment if the child now has developed a disability. Contact northstar.benefits@state.mn.us.
  • Post permanency reassessment – after finalization of an adoption or Transfer of Physical and Legal Permanent Custody (TPLPC), adoptive families and relative custodians may request a reassessment of their child’s needs and the parenting they provide. Contact adoption.assistance@state.mn.us.
