Unbundling project

Effective Feb. 1, 2025, DHS will start the rolling implementation of the CDCS unbundling project. The current CDCS policy and CDCS unbundling project policy will be in effect at the same time. For more information, refer to the Dec. 10, 2024, eList announcement.

This page does not include policy for unbundled service categories.

Overview

The person can use their individual CDCS funds to purchase any of the waiver/AC goods and services currently available under the program they are on.

In this manual, DHS refers to goods and services available under the waiver and AC programs as “traditional.”

  • · CBSM – Community Access for Disability Inclusion (CADI) Waiver.
  • · CBSM – Developmental Disabilities (DD) Waiver.
  • · CBSM – Elderly Waiver (EW).
  • Applicability

    The information on this page applies to all traditional waiver/AC services, including extended personal care assistance (PCA), extended Community First Services and Supports (CFSS) and extended home care services (refer to CFSS Manual – Extended PCA/CFSS and CBSM – Extended home care services).

    This page does not apply to state plan PCA/CFSS and home care services. For information about purchasing those services, refer to CDCS Manual – Purchasing PCA/CFSS and home care services under CDCS.

    Requirements

    The person must include the costs of all traditional waiver/AC goods and services they select in their individual CDCS budget.

    All traditional waiver/AC goods and services the person selects must meet all of the program-specific provisions, such as:

  • · Provider standards and qualifications.
  • · Quality assurance mechanisms.
  • · Rates (refer to CBSM – Disability Waiver Rate System and Long-Term Services and Supports Rate Limits, DHS-3945 [PDF]).
  • · Service description.
  • PCA/CFSS and home care services through AC

    People using AC can purchase PCA/CFSS and/or home care services if:

    1. The person is eligible for the service they will purchase, as described on:

  • · CFSS Manual – PCA/CFSS eligibility.
  • · CBSM – Home care nursing (HCN).
  • · CBSM – Home health agency services.
  • 2. The service addresses chronic and long-term care needs only.

    If a person using AC purchases PCA/CFSS or home care, the lead agency follows the policy for extended PCA/CFSS or home care services (refer to CFSS Manual – Extended PCA/CFSS and CBSM – Extended home care services).

    Authorization and billing

    If the person purchases a traditional waiver/AC good or service, the:

  • · Lead agency authorizes it using the CDCS service code on the service agreement (i.e., do not use the current waiver/AC service code).
  • · Financial management services (FMS) provider submits claims to DHS using one of four CDCS service categories.
  • PCA/CFSS and home care services under the AC program

    If the person purchases PCA/CFSS or home care services, the lead agency follows the authorization process for extended PCA/CFSS or home care (refer to CFSS Manual – Extended PCA/CFSS and CBSM – Extended home care services).
