Transition from PCA to CFSS

DHS is in the process of replacing personal care assistance (PCA) and the Consumer Support Grant (CSG) with Community First Services and Supports (CFSS). For more information about this transition, refer to CFSS Manual – Transition from PCA and CSG to CFSS.

For a Medicaid Management Information System (MMIS) transition summary, refer to DSD MMIS Reference Guide – MMIS transition from PCA and CSG to CFSS.

Similarities

The ADHS screen is the same for a PCA and CFSS service agreement (SA).

Differences

There are no differences between a PCA and CFSS SA on the ADHS screen.

Overview

This page describes how to complete the ADHS screen for both PCA and CFSS.

DHS uses the ADHS screen to communicate with the county/tribal nation about PCA/CFSS services. DHS also uses the ADHS screen for other services or programs.

The county/tribal nation uses the AHC3 screen to communicate with DHS. If the county/tribal nation needs more space, they can enter comments on the ADHS screen. The county/tribal nation must sign and date all comments.

System constraints

MMIS includes the following system constraints on the ADHS screen:

  • · MMIS limits comments to four pages with a maximum of 13 lines of text on each page.
  • · MMIS does not wrap text.
  • · MMIS does not check spelling.
  • DHS comments field (DHS COMMENTS)

When DHS receives an SA routed from a county/tribal nation, DHS enters comments in the DHS COMMENTS field to:

  • · Document actions taken on the SA.
  • · Request more information from the county/tribal nation.
  • Navigation

If the ADHS screen has multiple pages of comments, the county/tribal nation presses function key F11 to continue to the next page.

After the county/tribal nation reviews DHS’ comments, they press a transmit key to advance to the APRV screen.
