23.21 Employment Services Agencies

Counties and Tribal Nations can deliver employment services through any 1 or more of the following types of organizations:

  • · A public, private, or non-profit agency certified by the Department of Employment and Economic Development.
  • · A public, private, or non-profit agency that is not certified.
  • · A county agency.
  • · A local public health department.

  • The county or Tribal Nation must indicate the providers it is using in the biennial service agreement submitted every 2 years to the Minnesota Department of Children, Youth, and Families.

    Counties and Tribal Nations must notify the Department of Children, Youth, and Families if they are adding or removing employment services agencies for Minnesota Family Investment Program using Employment Services (ES) Provider Authorization and Notification (DHS-4193) (PDF).


    Training requirements for employment services staff

    Training for employment services staff will vary depending on each county or Tribal Nation’s training curriculum and staff’s role. A list of all employment services courses, including recommended courses for new staff, can be found on the MFIP Employment Services Training Information webpage in the link titled MFIP Employment Services Courses and Descriptions.

    Below are training requirements for specific duties of the staff:

  • · All staff working in MFIP must complete the Understanding Domestic Abuse, Sexual Assault, and Sexual Harassment course annually.
  • · If staff will be administering the Employability Measure assessment, they must complete the Employability Measure Part A class and the Employability Measure Part B online course.
  • · If staff will be administering the MFIP Self-Screen and the Brief Screening for Special Learning Needs assessments, they must complete the MFIP ES Screenings online course or complete the MFIP Employment Services for New Workers class.
  • · If staff will be using Workforce One for case management, they must receive Workforce One training. If they county or Tribal Nation does not offer their own Workforce One Training, staff must complete the MFIP Employment Services for New Workers class. Other required courses for system access will need to be completed, such as data privacy courses.
