2012 Long-term services and supports gaps analysis

The Minnesota Department of Human Services (DHS) gathers local information about the current capacity and gaps in services and housing needs to support older persons in Minnesota. Since 2001 all counties in Minnesota have been requested to respond to a biennial survey of local capacity to meet long-term care needs of current residents, including any significant “gaps” in services or supports. This information is submitted to DHS through a County Gaps Analysis Survey.

Background

Beginning in 2001 and every two years after the Minnesota Department of Human Services (DHS) has reported on the current capacity and gaps in long-term services and supports and housing to support older adults in Minnesota. The primary source of this report was a survey completed by the counties to describe the capacity for these services in their local areas.

In 2012, the Legislature amended state statute to expand the scope of the survey and resulting report to include people with disabilities, children and youth with mental health conditions and adults living with mental illnesses. Separate surveys were created to focus on services for each of the four populations. The surveys focusing on services for older adults and people with disabilities primarily asked about the availability of long-term services and supports. The surveys focusing on services for children and youth with mental health conditions and adults living with mental illnesses primarily asked about the availability of mental health treatment services.

Approximately 80 responses were received for each of the four surveys. The following two groups of counties submitted a single response because they operate as multi-county human service agencies: Faribault and Martin counties; Lincoln, Lyon, Murray, Pipestone, Redwood and Rock counties. These responses are counted as a single county response in all calculations. The resulting response rate for each of the four surveys was at least 95 percent.
