Definition

Travel time: An Early Intensive Developmental and Behavioral Intervention (EIDBI) service that covers the time a qualified EIDBI provider is in transit to and from a location other than their typical place of service to provide in-person EIDBI services.

Eligible providers

The following Minnesota Health Care Programs (MHCP)-enrolled EIDBI providers may bill for travel time:

  • · Qualified supervising professional (QSP).
  • · Level I provider.
  • · Level II provider.
  • · Level III provider.
  • Requirements

    MHCP covers provider travel time when:

    1. The person has an individual treatment plan (ITP).

    2. The EIDBI provider updates the person’s ITP to explain why it is medically necessary for the person to receive EIDBI services outside the provider’s typical place of service.

    3. An EIDBI provider travels to deliver any of the following MHCP-covered services:

  • · Family/caregiver training and counseling.
  • · Intervention.
  • · Observation and direction.
  • · Coordinated care conference.
  • · ITP progress monitoring (after initial ITP development only).
  • Locations

    Travel time is covered when an EIDBI provider travels to and from any of the following locations:

  • · Community setting that is not an EIDBI office, center or clinic.
  • · Person’s home.
  • Direct route

    Travel time covers the time the provider is in transit to and from the person’s location via the most direct route. It does not cover any stops or variations in the route, other than variations resulting from posted detours or blocked routes.

    Secondary information

    When serving a person who is fee-for-service, if the provider begins the trip at their home, MHCP will reimburse the lesser distance, either the distance between the provider’s:

  • · Home and the person’s location.
  • · Typical place of service and the person’s location.
  • For example, if the provider’s home is farther away from the person’s location than the provider’s typical place of service, MHCP will reimburse only for the provider’s travel time from the typical place of service to the person’s location. This policy applies to the return trip as well.

    When serving a person who receives services through a managed care organization (MCO), the provider must follow the MCO’s policy on travel time.

    Multiple visits to consecutive locations

    When the provider travels to consecutive locations on the same day, they count the travel time from their starting location to the first person’s location in the first person’s case notes. They count the travel time from the first person’s location to the second person’s location in the second person’s case notes. The provider counts the travel time on their return trip from the last person’s location only if they return to their typical place of service at the end of the day.

    Non-covered

    The EIDBI benefit does not cover:

  • · Travel time when the person does not receive services (e.g., no-shows).
  • · Travel time to center-based programs (e.g., center-based EIDBI services).
  • · Transportation provided to the person who receives services, including transportation to a covered service.

  • Case notes

    The provider must document travel time in the person’s case notes. In addition to standard case note requirements, the provider must include:

  • · Medically necessary EIDBI service delivered in a location other than provider’s typical place of service.
  • · Starting location and destination.
  • · Reason for service delivery outside of the usual place of service.
  • · Electronic source used to calculate driving directions and distance between locations.
  • · Travel start and stop times (with a.m. and p.m. notations).
  • Providers may attach the service-specific travel time documentation to the case note for services provided outside their typical place of service or on a separate case note. Travel time documentation should always correspond to the specific service provided in that location.

    Service authorization and billing

    The provider must:

  • · Authorize travel time.
  • · Bill the travel time on either the same claim or a separate claim. If billed separately, there must be a corresponding claim for service provided in the person’s home or in a place other than the typical place of service.
  • · Use the appropriate place of service code. The place of service may be a person’s home or other setting, as defined in the person’s ITP.
