Time-limited Recipients (TLRs) are SNAP recipients who are age 18 through 49, are not exempt from work registration, are not residing in a unit with a member under the age of 18, and are not pregnant. Unless a TLR lives in a waived area, meets work provisions, regains eligibility, or meets an exemption, they are eligible for SNAP for only 3 months in any 36-month period.

TLR’s may earn additional months of eligibility, when they work or participate in work activities a minimum of 80 hours per month. For each month that the person works or participates in countable activities at this level, the person earns a month of SNAP benefits. These do not have to be consecutive months.

Minnesota operates an all-voluntary SNAP E&T program, exempting all work registrants, including TLRs, from mandatory participation in SNAP E&T. TLRs are still subject to the work and time limit provisions but may choose multiple ways to meet their work requirements. Participation in SNAP E&T is only 1 way time-limited recipients can earn additional months of SNAP benefits.

Countable work or work program activities are:

●	Working, including paid employment, self-employment, in-kind, and unpaid work. This includes use of accrued sick or vacation time, if available.
●	Participating in Workforce Innovation and Opportunity Act (WIOA)Title I services.
●	Participating in Trade Adjustment Act (TAA) services.
●	Participating in countable SNAP E&T activities. SNAP E&T activities that are countable on their own include all educational programs, all work experience activities, Workfare, and Self-Employment Training. Any combination of these activities also counts toward the 80 hour per month minimum. For information on each of these activities, see Activities Guide. SNAP E&T activities that are not countable on their own include Supervised Job Search and Job Search Training. To count toward the work requirement, these activities must make up less than 50% of the minimum 80 hours per month and be combined with other countable activities. The exception to this is if the participant is co-enrolled in Title I of the Workforce Innovation and Opportunity Act (WIOA), the Trade Adjustment Assistance program, or a program of employment and training for veterans operated by the Department of Labor or the Department of Veterans Affairs. If co-enrolled in one of these programs, job search activities can become countable at any level.

In order to meet the work requirement by participating in any of the above countable activities, TLRs must participate at least 80 hours per month.
