Provider types

There are five EIDBI provider types:

  • · Comprehensive multi-disciplinary evaluation (CMDE) provider.
  • · Qualified supervising professional (QSP).
  • · Level I provider.
  • · Level II provider.
  • · Level III provider.
  • Each provider type has different qualifications, roles and responsibilities during EIDBI service delivery. For more information, see the provider-specific pages.

    MHCP enrollment

    Every individual provider must enroll with Minnesota Health Care Programs (MHCP) to deliver EIDBI services. Provider agencies are responsible to ensure:

  • · Background studies are completed, and EIDBI providers are supervised until a DHS issues a notice that clears the provider to provide direct contact services without supervision (per Minn. Stat. §245C.13, subd. 2).
  • · Enrollment records are accurate, updated and maintained, as needed.
  • QSP and CMDE providers are responsible to ensure their provider affiliation is accurate.

    Clinical supervision

    EIDBI services must be delivered under the clinical supervision of a QSP.

    QSPs and level I providers with advanced certification must ensure integrity and fidelity of the services provided. They also must ensure compliance and performance standards of all supervisees to ensure services are delivered consistently with the standards of the approved modality.     Navigation tool for access to services

    The autism services navigation tool is available for case managers, social workers and other professionals to help them make accurate and appropriate referrals to early intervention services and supports based on the needs of the child and family. It can help people connect with a variety of services, including EIDBI.

    The services and supports a person accesses depends on their current needs and preferences. The tool does not replace the need for formal assessments and evaluations. Instead, it helps a person connect to the right services at the right time. The person’s team should refer back to the tool as the person ages or as their needs change.

    Access to EIDBI providers

    Fee-for-service (FFS)

    If a person is enrolled in FFS, they can receive EIDBI services from any EIDBI provider enrolled with MHCP.

    Managed care organizations (MCOs)

    Not all EIDBI providers are available through all MCOs. Before a person enrolled in an MCO receives EIDBI services, including a CMDE, the family should ensure the provider is in network. Call the health plan customer service number on the back of the person’s health plan ID card or on DHS – Health plan member services, or use the provider directory their health plan mailed to them.

    Provider shortage

    Across Minnesota and the nation, communities are experiencing a shortage of qualified health care providers. The provider shortage particularly affects rural areas. There is currently a shortage of EIDBI providers, which might delay or prevent people's ability to access and receive EIDBI services.
