MPSE User Roles

Overview
There are four different user roles within the Minnesota Provider Screening and Enrollment (MPSE) portal. User roles are assigned to individuals in MN–ITS by their system administrator. Assigning a role to an individual allows them access to the MPSE portal. The role assigned drives the types of requests that user can create and submit. There is no limit to the number of roles that the MN–ITS system administrator can assign; however, the system allows only one role per person. For example, a provider can have as many global provider enrollers or enrollment record provider enrollers as they want, but a user cannot have both a global role and an enrollment record role.
An assigned role restricts the types of requests the user can make, but all users with access to MPSE can view all of the enrollment information within their portfolio.

New Provider Enroller
A new provider enroller (NPE) role exists only for providers who are enrolling with Minnesota Health Care Programs (MHCP) for the first time. The person who completes the MPSE portal registration and initiates a profile request with MHCP is given the NPE role to complete and submit the profile request. Once the request has been submitted, the NPE can review the request and check the request status but will not be able to make additional requests. This role expires once the request has been reviewed and approved by MHCP.
Global Provider Enroller
A global provider enroller (GPE) has the access and ability to make any type of request. As a GPE, a user can manage owners and people authorized to act on behalf of owners, organization information for organizations, individual information for individuals, and the provider’s Social Security number or federal employer identification number. A GPE can also manage all the enrollment records within one portfolio and affiliations for the organization or individual. They are not restricted to managing a specific National Provider Identifier (NPI) or Unique Minnesota Provider Identifier (UMPI).
A system administrator is automatically given the role of GPE when they log in to MN–ITS and begin managing user roles.
Enrollment Record Provider Enroller
An enrollment record provider enroller (ERPE) is assigned to a specific NPI or UMPI and can create enrollment record requests and affiliation requests within an enrollment record with the designated NPI or UMPI. For example, if an organization provider has three enrollment records for their different locations and each enrollment record has its own NPI or UMPI, an ERPE can view all three enrollment records but will only have the ability to request changes within the enrollment record(s) that contain the NPI or UMPI that has been assigned to them to manage.
Affiliations Provider Enroller
An affiliations provider enroller is assigned to a specific NPI or UMPI and can create affiliation requests for the enrollment record with the designated NPI or UMPI. An affiliations provider enroller can be assigned multiple NPIs or UMPIs. An affiliations provider enroller can manage all of the affiliations and request new affiliations within one enrollment record. Similar to the ERPE role, an affiliations provider enroller can view all of the enrollment records within a portfolio but only has the ability to update the affiliations within the enrollment record assigned to them.
