Overview
This section is a guide to the terminology and basic functions of the Minnesota Provider Screening and Enrollment (MPSE) portal.
MPSE Common Terms
Definitions for common terms used in the MPSE portal.
Portfolio
Enrollment information in the MPSE portal is stored within a “portfolio.” A portfolio is created for every Social Security Number (SSN) or Federal Employer Identification Number (FEIN) which is called a portfolio identifier. A portfolio contains both global information and enrollment record information.
For individual providers such as therapists, their global information is their SSN, legal name and other personal information. For organization providers, their global information is their FEIN or SSN, legal name, ownership type, and other organizational information.
Enrollment record information is the provider’s practice location information and the services provided. All enrollment records that are associated with a single SSN or FEIN are stored in a single portfolio and a single portfolio may contain multiple enrollment records.
Master Profile
A provider’s master profile contains their personal or business information. For individual providers, this information is their legal name, SSN and date of birth. For organization providers, this information is their legal name, FEIN, owners or people with a controlling interest. Master profile is displayed on each page in the MPSE portal for informational purposes.
Provider Identifier
A provider identifier is a provider’s National Provider Identifier (NPI) or Unique Minnesota Provider Identifier (UMPI). All providers are required to have an NPI or UMPI to identify their unique information. Which number the provider has depends on the enrollment record type or business structure of the provider.
Profile Identifier
A Profile Identifier is a provider’s SSN or FEIN.
User Actions
User actions are individual actions that can be taken when using the MPSE portal. Not all actions will be available on all pages of the MPSE portal.
View
All users within a provider’s portfolio can view the information within the portfolio. The View user action only allows the user to view enrollment information that the Minnesota Department of Human Services (DHS) has on file, but they cannot make any changes to the information.
View/Edit
The View/Edit user action allows the user to edit information contained within the MPSE portfolio. Whether you see the View/Edit option depends on the request type that was selected and the assigned role of the user. If the user has a global role and selects to create a global request, the user can only edit global information such as owners and authorized persons. If the user selects to create an enrollment record request as a global user, they can select to View/Edit any of the enrollment records in their portfolio and then can edit the information within that enrollment record. If the user has selected to create an enrollment record request and has an enrollment record provider enroller role, the user will only see the View/Edit option available on the enrollment record they were assigned to manage.
Delete
The Delete option allows the user to delete information from within their portfolio. The Delete option is available only if the current user is also the user who created the request and added the information, and only if the request is not In Review status or DHS has not already completed processing the request. Once DHS has completed processing a request and that information is part of a master profile, it cannot be deleted. If, while reviewing a master profile a user finds a mistake, the user can create a request to put an end date on the incorrect information and leave a note for DHS to remove it. The user may also click Contact Us from the Right-side navigation and contact the Provider Resource Center for assistance.
Continue
To save items you have entered on a page or documents you have uploaded, you must click Continue at the bottom of the screen. If you enter information in MPSE and then click to go to a different page using the right-side navigation without clicking Continue, the new information you entered or uploaded will not be saved.
Managing Requests
There are four main categories of MPSE requests that can be made in MPSE. All requests created within a portfolio can be viewed by all users with access to the portfolio. The MPSE portal retains the history of all requests created within the portfolio, allowing users to track when a change was requested, who requested it, and when that change was approved. Managing a specific request can only be done by the user who created the request. Only the person who initiated the request will have to option to revert a pending request back to a draft or to edit or delete a request that is in a draft status.
A user can request a number of different actions in the MPSE portal based on the user role that the user has been assigned. Each MPSE user is assigned one of four user roles, which determines the types of actions the user can make. For example, if a user has been assigned the user role of affiliations provider enroller, that user will only be able to make affiliations requests.
Request Status
Once a request has been created, the status of that request can be tracked in real time from the moment it is created until DHS has processed it. A request can be one of four different request statuses: draft, pending review, in review, and complete.
Draft
When a request is first created, it is in Draft status. The request remains in Draft status until it is submitted for approval. When a user creates a request, it does not need to be completed all at one time. A request can be saved by clicking Continue at the bottom of the page. The user can come back at another time to finish the request. While a request is in Draft status the user will have the option to Edit or Delete the request. To finish the request and submit it for approval, the user should Edit the request to complete it. If the request is not needed, the user can Delete the request.
Draft – Returned
DHS will place requests into Draft - Returned status when it is determined that a submitted request requires more information or updated information before it can be approved. The requestor should review the MN–ITS Mailbox PRVLTR folder to locate the “Request for More Information” letter detailing additional steps that need to be taken by the user prior to approval. DHS also adds a note to the request and uploads a copy of the “Request for More Information” letter in there.
Pending Review
Once a request has been submitted for approval, the status of that request is Pending Review. This means that the request has been submitted, but DHS has not yet reviewed it. While a request is in Pending Review status, the user who created and submitted the request can click the user action Revert Request to Draft, which puts the request back into Draft status. You can only make edits to the request when it is in Draft status. This option should be used instead of making a second request if something was missed in the request or if you would like to add additional information to the request.
In Review
A request that is In Review is currently being reviewed by DHS. The request status will change from Pending Review to In Review the moment DHS begins to review the request.
Complete
Once DHS has processed a request, MPSE updates the status of the request to Complete. Once DHS completes a request, it will disappear from the main list of requests on the Manage Portfolio page in MPSE and become part of the user’s portfolio. To verify whether your enrollment record is now in an active, denied or pending status, view the request on the Manage Portfolio page of MPSE.
