Minnesota Health Care Programs Eligibility Policy Manual

The Minnesota Health Care Programs (MHCP) Eligibility Policy Manual (EPM) provides eligibility policy for the health care programs administered by the Minnesota Department of Human Services. The EPM includes eligibility policy for the following programs:

• Medical Assistance (MA)• MinnesotaCare• Minnesota Family Planning Program (MFFP)• Medicare Savings Programs (MSP)

Insurance Affordability Programs Manual (IAPM), in effect Jan. 1, 2014, to May 31, 2016The IAPM provided health care eligibility policy for people who met the criteria for MA for Families with Children and Adults, MinnesotaCare and Advanced Premium Tax Credit.Health Care Programs Manual (HCPM), in effect Dec. 1, 2006, to May 31, 2016The HCPM provided policy and procedure information for MA and MinnesotaCare. Beginning Jan. 1, 2014, the HCPM primarily provided policy and procedure information for MA for people age 65 or older, disabled or blind; MA for certain populations; MFFP and MSP.Health Care Programs Manual (HCPM), in effect before Dec. 1, 2006The first version of the HCPM provided health care policy for MA and MinnesotaCare before Dec. 1, 2006.
