Purpose: To inform lead agencies and disability waiver service providers about rate changes affecting data entry into the Rate Management System (RMS) in the MnCHOICES Support Plan Application and MMIS.

Changes to RMS framework rates required by Centers for Medicare & Medicaid Services (CMS)
Effective July 1, 2018, rates for some disability waiver services will be reduced. This action follows direction from CMS to remove after-model rate adjustments from rate calculations. The reduction will affect rates determined through the disability waiver rates system (DWRS) frameworks and will only affect rates that are not banded to individual or weighted average historic amounts.
To accomplish this change, DHS will calculate reduced rate amounts and enter them into MMIS with the July 1, 2018, effective date. DHS will provide lead agencies with a list of adjusted rates. Lead agencies must approve adjusted rates in MMIS. A future DSD eList will explain the automation process and steps lead agencies must take in MMIS.
DHS will also update all Rates Management System (RMS) frameworks in the MnCHOICES Support Plan. Changes to the RMS frameworks may affect how banding applies to historic rates. Any changes to banded rates will occur at the time of service agreement renewal or change.

What do lead agency staff need to do to prepare?
For the MnCHOICES Support Plan
From June 8, 2018, through June 15, 2018, lead agency staff must not calculate rates for framework services in the MnCHOICES Support Plan. During this time, DHS will update the RMS frameworks within the MnCHOICES Support Plan.
For MMIS
From June 8, 2018, through June 15, 2018, lead agency staff must refrain from adding or making changes to BI, CAC, CADI, and DD disability waiver service agreements. MMIS automation to account for the RMS framework rate changes will also happen from June 10, 2018, through June 16, 2018.
