MANUAL LETTER #4

Subject: Revised Material for the Employment Services Manual

This manual letter contains new and revised information for the Employment Services Manual.

If you ask, we will give you this information in another form, such as Braille, large print, or audiotape.

Due to time constraints with the rewrite of the ES manual, legislative changes effective 7-1-2000 are not included in this Manual Letter (#4). These changes will be included in Manual Letter #5.

NOTES:

1. This manual letter includes rewrite, clarifications, changes and deletions of wording throughout the text in all sections of Chapters 3, 4, and 6. We have highlighted legislative changes that were EFFECTIVE 7-01-99. However, we are not issuing a description of minor changes of the individual sections because we are incorporating already existing policy into the MFIP Employment Services Manual.

2. This Manual Letter will have some changes in the appearance. AStatewide MFIP@ has been deleted throughout the titles and text and replaced by AMFIP@.

3. This Manual Letter will also delete the references to AFDC in chapter 6.

4. Note: Some of the sections from chapter 3 will be dated 03-01-99. We are reissuing these to make it easier to update you manuals. Discard ALL previous sheets in chapters 3, 4 and 6.

5. This Manual Letter also contains the new Table of Contents. Please discard all previous pages.

6. This Manual Letter updates Appendix A and G. Appendix D is updated with the SFY 2001 Child Care Assistance Program copayment schedule. Please replace these pages in your manual.

HIGHLIGHTED CHANGES: (From 1999 Legislation)

'3.2.20 (Choice of Providers)

2-parent families referred to ES after June 30, 1999 must choose the same Employment Services provider unless a special need is identified but not available through 1 provider.

'3.4.10 (Timing of Overview and Initial Assessment)

Employment Services must be provided within 30 days after a caregiver becomes mandatory to participate.

'3.4.50 (18- and 19-Year-Old Participants)

Counties may opt to have the educational assessment and Employment Plans for 18- and 19-year-old parents without a high school diploma or G.E.D. developed by either an Employment Services provider or by county social services.

'3.4.60 (Minor Parents (under age 18))

Minor parents without a high school diploma or G.E.D. have the option to choose between county social services or an Employment Service provider when they turn 18.

'3.5 (Job Search Support Plan)

This change further reinforces policy by clarifying that the Job Search Support Plan or Employment Plan may, with agreement of the job counselor and participant, limit job search to jobs that are consistent with the participant=s employment goal.

'3.5.20 (ESL in the Job Search Support Plan)

Clarifies that when a participant demonstrates that the lack of English proficiency is a barrier to employment, the Job Search Support Plan may specify that the participant fulfills a portion of the required hours of job search by attending ESL classes.

'3.7 (Secondary Assessment--When to Do One)

You must specify available information on educational options at the secondary assessment and you may require a chemical use or psychological assessment as part of the secondary assessment.

'3.12.10 (Basic Education or GED)

You must allow participants with reading and/or math skills at or below the 8th grade level to include basic education in EITHER a Job Search Support Plan or Employment Plan. Hours of participation in basic education now count toward the 30 hours of participation during the 1st 8 weeks of job search.

'4.4.20 (Provision of Follow-Up Services)

Participants who reach their employment goal and earn an income that takes them off MFIP may now receive follow-up services for 12 months.

'6.1.20 (Assistance Unit)

Changes the definition of an 18-year old minor child.

The following sections are updated with the changes of the MFIP earned income disregard from 36% to 38% and the increase of the MFIP standards as a result of legislation that were EFFECTIVE 10-1-99.
