Consumer Directed Community Supports (CDCS) Policy Manual

This manual is the primary source for consumer directed community supports (CDCS) policy. It is a reference for lead agencies, financial management services (FMS) providers, CDCS support planners and people who use CDCS.

What is CDCS?

CDCS is a service option available to people on:

  • · Alternative Care (AC) program.
  • · Brain Injury (BI) Waiver.
  • · Community Alternative Care (CAC) Waiver.
  • · Community Access for Disability Inclusion (CADI) Waiver.
  • · Developmental Disabilities (DD) Waiver.
  • · Elderly Waiver (EW).
  • CDCS gives people more choice in how they receive their waiver/AC services. People who choose CDCS must also accept additional responsibilities for self-directing their services.

    People decide how to use their approved CDCS budget within program rules, which includes the following tasks:

  • · Hire, train, schedule, supervise and dismiss their directly hired workers.
  • · Purchase goods.
  • · Purchase traditional waiver services.
  • · Purchase certain alternative services.
  • All providers must meet the qualifications for the type of service they are providing.

  • · On CDCS Manual – Updates to the CDCS Policy Manual.
  • · Via the AASD eList and the DSD lead agency eList.
  • Note: DHS finished transferring information previously found in the CDCS Lead Agency Operations Manual (DHS-4270) to this online policy manual. DHS-4270 is no longer available.
