Child Care Assistance Program (CCAP) Policy Manual

8.1.9 Changes in Activity

ISSUE DATE: 03/2026

Families that have a temporary break from their activity are eligible for continued child care assistance during their 12-month eligibility period. See Chapter 9.15.3 (Care During Temporary Breaks from Authorized Activities).

Families that have a permanent end to their activity are eligible for Extended Eligibility. See Chapter 9.15.6 (Extended Eligibility).

If a family meets activity requirements and changes activities during their 12-month eligibility period:

  • · For employment activities, eligibility continues during the 12-month eligibility period. Employment activities that do not meet minimum work requirements are allowed through the end of the family’s 12-month eligibility period.
  • · For Education activities outside of an Employment Plan, the Education activity must be approved. If the Education activity is not approved, move the case into Extended Eligibility. See Chapter 9.15.6 (Extended Eligibility).
  • See Chapter 7.4 (Verification – 12-Month Eligibility Period) for verification requirements and Chapter 9.12 (Authorization Changes During the 12-Month Eligibility Period) for authorization impacts.

Permanent versus temporary ends in activity

If a parent reports an end in their activity, consider the end permanent unless the family reports the end is temporary. An activity is considered temporary when the parent is expected to return to their activity.

If a parent experiences an end in activity that they believe is temporary and later understand to be permanent, they must report the change. Begin the family’s Extended Eligibility period the date the family indicates the change became permanent. 9.15.6 (Extended Eligibility).
