3.7.4 Changes during the application processing period

When processing an application with changes that occur after the date of eligibility, the application must first be processed based on the family’s situation as of the date of eligibility to ensure that policies that apply at application are met. See Chapter 4.18 (Date of Eligibility) and Chapter 4 (Eligibility Requirements).
Changes that occur after the start date of eligibility must be processed after the application has been approved in order to apply 12-month eligibility policies.
Examples of applications being processed with changes that occur after the eligibility start date
Example 1:
A one-parent family who is not experiencing homelessness applies for CCAP. They are eligible for child care assistance to support employment. The application is received on March 1. After requesting verifications, the parent verifies that their job ended March 25 and that they are now looking for a new job.
· Date of Eligibility: March 1
· Date of change: March 25
· Type of change: Permanent end to employment
The application must be processed based on the employment activity that the parent had at the time of application because the parent was participating in an authorized activity on the date the application was received. After the application is processed and approved, enter the employment end date and start Extended Eligibility. See Chapter 9.15.6 (Extended Eligibility).
Example 2:
A two-parent family who is not experiencing homelessness with two mutual children apply for child care assistance to support employment for both parents. The application was received on August 5. One parent had no authorized activity until their new job starts on August 25 and did not need child care assistance for job search. On September 3, the application was still pending when the family reported that a biological child of one of the parents moved into the household effective September 1.
The application must be processed as a household size of 4 with eligibility determined back to August 25. Although the application was received August 5, the date of eligibility is August 25 when both parents are participating in an authorized activity. The application must not be delayed because of the new change that occurred on September 1. After the application is processed and approved, add the new child to the case in MEC² even if identity, birthdate, and citizenship status are not verified. Child support cooperation is not required until the next redetermination.
