9.3.6 Registration Fees

Pay for registration fees when the provider charges registration fees to all families.

If a licensed family child care provider, a licensed center, or certified center charges a registration fee to enroll children in the child care program and the registration fee is not included in the provider’s rate, pay the provider’s registration fee up to the county’s maximum registration fee, whichever is less.

If the provider is located in the cities of St. Cloud or Sartell, pay the provider’s registration fee up to the city’s maximum registration fee, whichever is less.

The maximum registration fee may be based on provider responses within a county or other geographic groupings. Separate maximum registration fees are established for licensed family child care and center-based care. See Chapter 9.24.03 (Child Care Rates, Registration Fees, Copayments) for the link to the maximum registration fees that CCAP can pay.

If the provider’s registration fee exceeds the maximum amount, the family is responsible to pay for the amount CCAP cannot pay.

Only pay for two registration fees per child to one or more providers in a 12-month period. The family is responsible to pay for any additional registration fees.

Example 1:

Parent enrolled child in child care XXX on January 6., The provider billed a registration fee for the child. On June 30, the child changed providers. The new provider also billed a registration fee.

Both registration fees were paid by CCAP because a child is eligible for up to two registration fees in a 12-month period.

Example 2:

Parent enrolled child in child care XXX on March 3. The provider billed a registration fee for the child. On September 5, the child changed providers. . The new provider also billed a registration fee. On December 29 the child changed providers again. The new provider billed a registration fees.

3rd registration fee was not paid on December 29,

CCAP can only pay for two registration fees per child to one or more providers in a 12-month period. CCAP did not pay the 3rd registration fees to the provider because CCAP had already paid two registration fees per child within a 12-month period. The 3rd registrion fee billed by the child care provider will be the family’s responsibility to pay.

Do not pay registration fees to legal nonlicensed (LNL) providers.
