6.3 Income Limits

Use annual gross income after allowable deductions to determine eligibility. Use the same income to determine copayment amount. The current entrance and exit income limits for each household size are available in the copayment schedules. See Chapter 6.21 (Family copayment) for links to the current copayment schedules which list current entrance and exit income limits and copayment amounts.

Applicants

Families receiving MFIP or DWP meet the entrance income limit for CCAP if the family’s income is at or below 67% of the State Median Income (SMI) for their household size at application.

All other families meet the entrance income limit for CCAP if the family’s income is at or below 47% of the State Median Income (SMI) for their household size at application. See Chapter 6.21 (Family copayment).

Subprogram switches

Families who are receiving child care assistance from one subprogram remain eligible for CCAP when the case changes to a different subprogram if the family’s income is at or below:

  • · 85% of the State Median Income (SMI) during their 12-month eligibility period.
  • · 67% of the State Median Income (SMI) at redetermination.
  • Transition Year child care assistance

    In some cases, a different income limit will apply to families moving from MFIP/DWP child care assistance to Transition Year child care assistance if there was a break in continuous CCAP eligibility.

  • · Families not receiving MFIP/DWP child care assistance when their MFIP or DWP closes meet the entrance income limit for CCAP during the Transition Year period if the family’s income is at or below 47% of the State Median Income (SMI) for their household size at application. See Chapter 4.3.6 (Transition Year (TY)).
  • · Families who previously received MFIP/DWP child care assistance and reapply for CCAP during the Transition Year period meet the income limit for CCAP when their income is at or below 67% of the State Median Income (SMI) at application if the family had CCAP eligibility between the time of the previous CCAP closing and new application. See Chapter 4.3.6 (Transition Year (TY)).
  • · Families who previously received MFIP/DWP child care assistance who reapply for CCAP during the Transition Year period but did not have CCAP eligibility between the time of the previous CCAP closing and new application are treated as new applicants and are subject to the 47% State Median Income (SMI) entrance income limit. See Chapter 4.3.6 (Transition Year (TY)).
  • See Chapter 4.3.6 (Transition Year (TY)) for eligibility requirements for Transition Year and case examples that show which income limit applies when determining eligibility for Transition Year.

    Participant – During the 12-month eligibility period

    Once determined eligible, when annual income exceeds 85% of State Median Income (SMI) during the family’s 12-month eligibility period, the family is ineligible. This is the income exit level during the 12-month eligibility period.

    Participant – At redetermination

    At redetermination, a family’s annual income cannot exceed 67% of State Median Income (SMI). This is the income exit level at redetermination.
