11.9.15 Legal Nonlicensed Providers-Emergency Plans

ISSUE DATE: 05/2025

All child care providers must document their emergency procedures. Providers must use a department approved template to document their emergency plan. The department developed the Legal Nonlicensed (LNL) Child Care Emergency Plan (DHS-7414B) (PDF) for legal nonlicensed (LNL) providers to document emergency procedures and provides it at initial registration.

Providers are not required to submit their plans as part of the registration process. Emergency plans are reviewed during monitoring visits. See Chapter 11.9.18 (Legal Nonlicensed Providers – Annual Monitoring).

The DCYF CCAP Provider Support Team is responsible for determining whether providers are maintaining their registration. Use the CCAP Provider Communications Form on SIR to notify DCYF if you believe an LNL provider is not following requirements to remain registered, including whether an LNL provider has not documented their emergency procedures.
