16.3 CCAP Case Examples

This chapter demonstrates how CCAP policy applies to case examples based on:

  • · Family composition, see Chapter 5 (CCAP Family Composition).
  • · Authorized activities, see Chapter 4.6 (CCAP Authorized Activities)
  • · CCAP Subprograms, see Chapter 4.3 (CCAP Subprograms)
  • · Authorizing child care, see Chapter 9.1 (Child Care Authorization)
  • Assume families meet eligibility requirements, see Chapter 4 (Eligibility Requirements) unless otherwise noted.

    Case example 1

    PRI 1: Working 35 hours per week
    PRI 2: Going to school
    Family size: 4

    Authorized activities

  • · PRI 1: Activity meets authorized activity requirements for all CCAP subprograms
  • · PRI 2: Activity meets authorized activity requirements within an Employment Plan for MFIP/DWP or an agency approved Education Plan for BSF and TY/TYE.

  • · All children in the CCAP family are eligible for authorized hours to support authorized activities.

    PRI 2: Unable to care as determined by licensed physician

    Case example 1: Temporarily absent while on Extended Eligibility

    PRI 1: Working 40 hours per week.
    PRI 2: Became temporarily absent from home while on Extended Eligibility and intends to return
    Family Size: 5

    During the Extended Eligibility period PRI 2 is included in the CCAP family during the Extended Eligibility period and Temporary Absence.

    Authorized Activities

  • · PRI 1: Activity meets authorized activity requirements for all CCAP subprograms.
  • · PRI 2: No activity eligibility continues under Extended Eligibility policy for all CCAP Subprograms.

  • · All children are eligible for authorized hours to support PRI 1’s work activity while PRI 2 is temporarily absent.
  • Case example 2: Extended Eligibility period ends and PRI 2 has not returned to the home

    PRI 1: Working 40 hours per week.
    PRI 2: Extended eligibility & temporary absent
    Family Size: 5 changes to 4

    The CCAP family size changes from 5 to 4 when the Extended Eligibility Period ends. The PRI 2 is removed from the CCAP household due to Extended Eligibility period expiring and being Temporarily Absent without an activity longer than 60 days. PRI 1 will need to cooperate with child support by next redetermination.

  • · All children are eligible for authorized hours to support PRI 1’s authorized activity.
  • Case example 3: PRI 2 returned to the home before the end of the Extended Eligibility period and has no activity

    The CCAP family continues to be eligible until the Extended Eligibility period ends. At the end of the Extended Eligibility period the family is ineligible because the PRI 2 has no authorized activity. The agency must approve case to close allowing a 15 day notice of adverse action. Agency has option to put the case on Temporarily Ineligible (TI) status for up to 90 days.

  • · PRI 1: Activity meets authorized activity requirements for all CCAP subprograms.
  • · PRI 2: Does not meet authorized activity requirements at the end of the Extended Eligibility period.

  • · All children continue to be authorized during PRI 2’s Extended Eligibility period.
  • · All children become ineligible for authorized hours once the Extended Eligibility period ends. Authorizations will close with a 15 day notice of adverse action.

  • 2-parent unmarried blended family

    Case Example

    PRI 1: Working 35 hours per week.
    PRI 2: No authorized activity.
    Family Size: 4

    All family members are included in the family size due to meeting the definition of a CCAP family. However, PRI 2 and child 2 are ineligible because PRI 2 has no eligible activity.

  • · PRI 1: Activity meets authorized activity requirements for all CCAP subprograms.
  • · PRI 2: Does not meet activity requirements for all CCAP subprograms.
  • Authorization

  • · Child 1 is eligible for authorized hours to support PRI 1 employment activity. Child 1 has no relationship to PRI 2 and does not impact the authorized hours determined for Child 1.
  • · Child 2 is not eligible for any authorized hours because PRI 2 has no eligible activity. PRI 2 is available to care for the child.
  • Eligible relative caregiver or legal guardian family

    Eligible relative caregiver or legal guardian family

    Case example

    PRI 1: Working 35 hours per week.
    PRI 2: Working 40 hours per week.
    Nephew: MFIP, child-only grant.
    Family Size: 4

    The nephew is included in the CCAP family size because the PRI’s are determined to be eligible relative caregivers by the MFIP Program. The PRI’s receive a child-only MFIP grant for the nephew.

    Family Size: 3

    The CCAP family includes: PRI 1, Child 1, & Child 2. Child 3 does not meet the definition of CCAP family because PRI 1 is not a parent, step-parent, eligible relative caregiver, or legal guardian to Child 3.

  • · Child 2 is eligible for authorized hours to support PRI 1 authorized activity.
  • · Child 3 is ineligible for authorized hours because child 3 is not included in the CCAP family.

    Case Example

    Each PRI will have their own CCAP case and eligibility is determined separately for each CCAP family. The minor parent is not considered a child in the adult parent’s CCAP family because the child status has changed to a PRI.

    Case Example 1

    PRI 1: Working 30 hours per week.
    Non-Related Adult: Working 30 hours per week.
    Family Size: 4

    The Non-related Adult does NOT meet the definition of family and is not part of the CCAP family.

    Authorized Activity

    Activity meets authorized activity requirements for all CCAP subprograms.

    Service Authorization

  • · All children are eligible for authorized hours to support PR1’s authorized activity.
  • Case Example 2

    PRI 1 and non-related adult get married.

    PRI 1: Working 30 hours per week.
    PRI 2: Working 30 hours per week.
    Family Size: 5

    The marriage changes the relationship status of the non-related adult from unrelated to related as a stepparent and must be included in the CCAP family size.

    PRI 1: Employed 30 hours per week and volunteers 10hrs per week
    Family Size: 4

    The foster child is included in the CCAP family because a foster child meets the definition of a CCAP Family.

  • · PRI 1: Employment activity meets authorized activity requirements for all CCAP subprograms.
  • · Volunteer activity meets authorized activity requirements with an employment plan for MFIP/DWP.
  • · Volunteer activity does not meet authorized activity requirements for BSF and TY/TYE.

  • Parent on SSI

    Case Example

    PRI 1: Attends school for G.E.D. AND receives SSI
    Family Size: 4.

    The family has no eligibility for the MFIP CCAP subprogram because the PRI cannot be not part of the MFIP Grant due to receiving SSI. PRI must be on MFIP grant to receive MFIP CCAP.

  • · Activity meets authorized activity requirements with an agency approved Education Plan for BSF or TY/TYE.
  • Authorization

  • · All children would be eligible for authorized hours for approved activity for BSF or TY/TYE.
  • Parent disqualified due to MFIP fraud – Not CCAP fraud

    Case Example

    PRI 1: Employed 35hrs per week AND has MFIP Fraud Disqualification – not CCAP Fraud Disqualification
    Family Size: 4

    The family is ineligible for MFIP or TY CCAP Subprograms due to MFIP fraud disqualification.

    The family is eligible for BSF and is subject to the BSF wait list if funds are not available.
