ADDING A PERSON TO THE UNIT - SNAP

SNAP:
When adding a person to the unit, consider the following:

If the person is a mandatory unit member for SNAP. See 0014.03.06 (Determining the SNAP Unit).

If the unit member meets all eligibility criteria. See 0011 (Technical Eligibility), 0012 (Procedural Eligibility), 0014 (Assistance Units).

Determine if any verifications are needed to add the person to the unit. When additional verification is needed to add the person to the unit during the certification period, determine whether to request verification immediately during the certification period or hold requesting verification until the unit’s next six-month review, recertification or 12-month contact when the unit is certified for 24 months, whichever comes first. See 0008.06.01 (Implementing Changes – Program Provisions). When the request for verification is held until the unit’s next renewal, do not add the unit member to the case until renewal time or when the unit voluntarily provides verification, whichever comes first.

What SNAP work rules must this person follow, if any. See 0028.07 (General Work Rules for SNAP), 0011.24 (Time-limited SNAP Recipients) for more information.

Whether the unit member is categorically eligible for SNAP. See 0013.06 (SNAP Categorical Eligibility/Ineligibility).

Determine how the new unit member’s income and deductions are treated. See 0008.06.12 (Adding a Person’s Income), 0017 (Determining Gross Income), 0018 (Determining Net Income).

Determine if the principal wage earner should change due to the unit composition changing. See the description of principal wage earner in 0028.03.06 (Determining SNAP Principal Wage Earner).

When the person was a previously disqualified ineligible member, the unit must request the previously disqualified person be added back to the case. Follow the guidance below to determine when to add them back to the case. This includes, but is not limited to, a sanctioned member ending their sanction period and a Time-limited Recipient (TLR) meeting eligibility again.

Do not require completion of a new application or an addendum to add the person to the SNAP unit. However, these forms may be used to ask the questions needed to determine whether the new unit member is eligible for SNAP.

Consider the following to determine when to begin eligibility for the new unit member.

When no additional verification is needed, add the person to the case the first of the month following the month the person was reported in the home with no proration. When the client reports the change in unit composition on weekends, holidays, or after hours, the date of the reported change will be the next business day.

When additional verification is needed:

  • When verification is provided within the 10-day request period, add the person to the case the first of the month following the month the person was reported in the home.
  • When verification is provided outside of the 10-day request period or it was not requested but the unit voluntarily provided it, add the person to the case the first of the month following the month verification was provided.
  • When verification is not requested until the unit’s next renewal, determine eligibility for the unit at renewal time, including the new unit member. Do not add the new unit member retroactively.


Note: When a new unit member is added to the SNAP unit during the certification period and their income reduces the benefit amount or puts the unit over the income limits for SNAP, reduce benefits or close the case the next available month, allowing for 10-day notice. Overpayments may need to be assessed if the change was required to be reported and was not done so timely, or if you are unable to act on the change timely to give proper notice.
