NOTICES - IEVS

MFIP, SNAP:
At application and recertification, notify clients of the Income and Eligibility Verification System (IEVS).

For MFIP, send an IEVS Difference Notice if the dates in the match indicate the information was required to be reported during the application processing period, at recertification, or at six-month review. See 0010.24.06 (Resolving IEVS Matches).

For SNAP, when an IEVS report differs from the case record, first determine whether to act on the information immediately or hold doing so until the unit’s next six-month review, recertification or 12 month contact for those certified for 24 months, whichever comes first. See 0008.06.01 (Implementing Changes – Program Provisions). When it is determined to act immediately, send the IEVS Difference Notice on MAXIS.

If the county agency or Tribal Nation has written procedures allowing fraud investigators to resolve matches, refer the case to fraud instead of sending the IEVS Difference Notice to the program participant. The investigator must verify the information within the same timeline required of the eligibility worker.

When an IEVS Difference Notice is sent:

The program participant has 10 days to respond and cooperate with verifying the match information. Program participants may provide verification of the income listed in the notice or may sign and return the release of information attached to the notice.

When the program participant cooperates, enter the MAXIS code for their response.

If a code is not entered showing cooperation and 10 days have passed, MAXIS produces a message. The message says to terminate or deny eligibility and create a disqualification panel. The disqualification panel inhibits eligibility.

Refer cases for fraud investigation when an IEVS match results in an overpayment meeting county agency or Tribal Nation fraud referral guidelines, or when the program participant does not cooperate with resolving IEVS matches and there is a potential overpayment as a result of the IEVS match.


When ending, reducing, or denying eligibility as a result of an IEVS match, notify the program participant using the Notice of Denial, Termination, or Suspension on MAXIS. See 0026.15 (Notice of Denial, Termination or Suspension).
