PROCESSING SNAP RECERTIFICATION NON-MANDATORY VERIFICATION

See 0010.18.02.03 (Non-Mandatory Verifications – SNAP) for more information on verifying non-mandatory verifications for SNAP. At recertification, the following non-mandatory verifications must be verified in order to allow the expense as a deduction:

Changes in housing costs. If no changes are reported, new verification is not needed even if the previous verification is expired.

New medical expenses or changes in existing medical expenses that are more than $25. If no changes are reported, or if the reported change is less than $25, new verification is not needed to allow the deduction.

Child Support payments made to someone outside of the unit. All child support payments must be reverified at recertification to allow this as a deduction.

Review and follow-up on any expense changes during the certification period that were held until recertification. Expenses may have changed from previous changes that were not acted on during the certification period and held until recertification. When this occurs, act on expense changes based on the expenses the unit reports having at recertification and will continue ongoing.


When all mandatory verifications have been provided, you must still request verification of other expenses (as listed above) to process the recertification. The client then must decide how to proceed with the recertification. The actions taken to process the recertification depend on whether the client wants to process the recertification without these expenses allowed, or would like to provide them prior to the recertification being processed:

When the client states they do not want the non-mandatory expense deduction used to determine their benefits for their new certification period, and the unit has provided all the mandatory verifications:

- Document the recipient’s verbal statement in MAXIS CASE/NOTEs.

- Send the unit a request for the non-mandatory verifications using the Verification Request Form (DHS-2919) (PDF).

- Process the recertification to determine benefits for the new certification period without waiting for the 10-day period to run.

- During future months of the certification period, the client can provide the non-mandatory expense verification. The worker will then include the non-mandatory expense in the benefit calculation for the month after the month the verification is provided. See SNAP provisions in
0008.06.01 (Implementing Changes - Program Provisions).

When the recipient states they want the non-mandatory expense deduction used to determine their benefits for their new certification period, and the unit has provided all the mandatory verifications:

- Request verification in writing and allow the unit 10 days to provide the non-mandatory verifications.
-- When the 10-day request period does not extend into the next month, request proof of the non-mandatory verifications using the DHS-2919.

-- When the 10-day request period will extend into the next month, request verification using the
Notice of Late or Incomplete Household Report Form, Health Care Renewal Form or Combined Six-Month Report (DHS-2414) (PDF).

When the non-mandatory expense verification(s) are provided within the 10-day period, process the recertification with the verified deduction(s) in the benefit calculation effective with the date of the new certification period.

When the non-mandatory expense verification(s) are NOT provided within the 10-day period, process the recertification without the non-mandatory expense(s) included in the benefit calculation effective with the date of the new certification period. If the non-mandatory verification(s) is provided later, allow the verified non-mandatory expense beginning with the month after the month the verification was provided.
