UKRAINIAN HUMANITARIAN PAROLEES

ISSUE DATE: 03/2026

Ukrainian Humanitarian Parolees are people who meet the following criteria:

Citizens of Ukraine,

Who entered the United States with Humanitarian Parole, and

Were granted Humanitarian Parole between February 24, 2022 and September 30, 2024.

Certain immediate relatives of people who entered within the timeframe above may also be eligible for certain benefit programs as described below.

People born in Crimea are citizens of Ukraine.

SNAP:
Ukrainian Humanitarian Parolees (UHP) are ineligible for federally funded SNAP and state funded SNAP (MFAP); this includes UHFS. If person with UHP status adjusts to a Lawful Permanent Resident (LPR) status from UHP, they are immediately eligible for SNAP with no waiting period. See 0031.09 (Lawful Permanent Residents).
