Unbundling project

Effective Feb. 1, 2025, DHS will start the rolling implementation of the CDCS unbundling project. The current CDCS policy and CDCS unbundling project policy will be in effect at the same time.

This section of the manual includes policy for unbundled CDCS service categories. For information about who must use this new policy, refer to the Dec. 10, 2024, eList announcement.

Overview

Under CDCS, a person can choose traditional goods and services available through the Alternative Care (AC) program and home and community-based services (HCBS) waivers. They also can design services to meet their specific needs. The goods and services approved in the person’s CDCS community support plan (CSP) must be categorized into one of the following CDCS service categories:

  • · Personal assistance.
  • · Community integration and support.
  • · Treatment and training.
  • · Individual-directed goods and services.
  • · Environmental modifications – home modifications.
  • · Environmental modifications – vehicle modifications.
  • · Financial management services (FMS).
  • · CDCS support planning services.
  • Purpose and use

    Service categories allow the FMS provider to separate and appropriately bill for the approved goods and services.

    The lead agency only uses service categories in the person’s CDCS CSP. The lead agency does not authorize service categories on service agreements.
