Electronic visit verification (EVV) Safe at Home process

Definitions

Electronic visit verification (EVV): An electronic system used to record data about the delivery of in-home or community-based services where people receive support with activities of daily living (ADLs) and/or instrumental activities of daily living (IADLs).

Safe at Home: A statewide address confidentiality program administered by the Office of the Minnesota Secretary of State. It is designed to help maintain a confidential address for survivors of domestic violence, sexual assault or stalking and others who fear for their safety. Overview

Effective Jan. 1, 2025:

  • · All people enrolled in the Safe at Home program must use the telephony method to verify EVV services, regardless of service type and payer.
  • · Providers must use the person’s Safe at Home P.O. Box address as the location for all services delivered, regardless of location.
  • This policy ensures the Safe at Home program continues to operate as intended for people and caregivers using EVV.

    This page includes specific requirements for providers, people who receive services and caregivers. It applies to both state-selected and third-party EVV systems.

    Address requirements

    The Safe at Home program provides enrolled people with a P.O. Box address to use as their legal address. Providers must record this P.O. Box address in all EVV systems for a person who participates in the Safe at Home program and use it as the service delivery location.

    Provider’s responsibilities

    When working with people enrolled in Safe at Home (both people receiving services and caregivers), providers must:

  • · Set up a telephony verification method and capture all required data elements from the 21st Century Cures Act within their EVV system.
  • · Use the person’s Safe at Home P.O. Box address as the location for all services delivered, regardless of location.
  • · Not require the person to disclose their real address and accept the person’s assigned P.O. Box address per Minn. Stat. §5B.05.
  • · Ensure the person has a phone to verify EVV visits.
  • · Ensure the person receiving services allows the caregiver to use their phone to clock in and out.
  • Within the EVV system, providers must:

  • · Ensure the person’s profile only lists the Safe at Home P.O. Box address.
  • · Register all phone numbers used for telephony in the EVV system to the person’s P.O. Box address.
  • · Ensure the phone number for an enrolled caregiver is registered as an accepted phone number on the profile of each person to whom they provide services.
  • · Ensure the location associated with the person’s phone number is the Safe at Home P.O. Box address.
  • · Review shifts to ensure the Safe at Home P.O. Box is used for the location and correct errors in a timely manner.
  • Providers using third-party EVV systems must work with their EVV vendor to ensure they maintain address confidentiality.

    Process for people receiving services and enrolled in Safe at Home

    All people receiving services who are enrolled in Safe at Home must:

  • · Have a phone available for caregivers to use.
  • · Give the phone number to their provider to register it in the EVV system to their Safe at Home P.O. Box address.
  • · Allow caregivers to use the phone to clock in and out.
  • All caregivers providing services to a person enrolled in Safe at Home must:

  • · Only use the person’s phone to call the toll-free telephony number to clock in and out, regardless of location.
  • · Never use the mobile app when providing EVV services to that person.
  • Process for caregivers enrolled in Safe at Home

    All caregivers who are enrolled in Safe at Home must:

  • · Use their phone to clock in and out for EVV services they provide.
  • · Give the phone number to their provider to register it in the EVV system to the profile of each person they support.
  • · Ensure the provider uses the Safe at Home P.O. Box address for the location of service delivery.
  • All people receiving services from a caregiver enrolled in Safe at Home must allow the caregiver to use the caregiver’s personal phone to clock in and out.
