Comparison of PCA and CFSS

DHS is in the process of replacing PCA with CFSS. For more information about this transition, refer to CFSS Manual – Transition from PCA and CSG to CFSS.

Similarities

Both PCA and CFSS:

  • · Have two options/models from which the person can choose.
  • · Offer shared care.
  • · Allow the person to use services flexibly.
  • Differences

    People in PCA:

  • · Can use their units flexibly in two 6-month spans.
  • · Have choice and control over employee responsibilities through the PCA Choice option.
  • People in CFSS:

  • · Can use their units flexibly throughout the year.
  • · Have more choice and control over employer responsibilities through the CFSS budget model.
  • · Are able to purchase goods and services.
  • · Are able to purchase an electronic back-up system (i.e., personal emergency response system).
  • Overview

    Once the lead agency determines the person’s need for PCA/CFSS services, the person has to decide how they will receive services. Program options/models allow the person to have greater control, while also balancing their health and safety.

    PCA service options

    Options

    People in PCA must choose between:

  • · Traditional PCA.
  • · PCA Choice.
  • Traditional PCA is a service option in which the PCA provider agency is responsible for all employer-related responsibilities.

    PCA Choice is a service option in which the person takes on some of the employer-related responsibilities.

    Other choices

    In both PCA service options, people can choose to:

  • · Use services flexibly; refer to CFSS Manual – Flexible use of PCA/CFSS services.
  • CFSS service models

    Models

    People in CFSS must choose between:

  • · CFSS agency model.
  • · CFSS budget model.
  • A consultation services provider will help the person make a selection that best meets the person’s needs.

    The CFSS agency model is a service option in which the person receives units and selects a CFSS provider agency to employ workers.

    The CFSS budget model is a service option in which the person receives dollars instead of units, employs workers and selects a financial management services (FMS) provider to assist with employer-related tasks.

    In both CFSS models, people can choose to:
