Comparison of PCA and CFSS

DHS is in the process of replacing PCA with CFSS. For more information about this transition, refer to CFSS Manual – Transition from PCA and CSG to CFSS.

Similarities

People can use PCA and CFSS services outside of Minnesota within the same guidelines.

Differences

There are no differences in this policy for PCA and CFSS.

Definition

Responsible party (RP)/participant representative: An individual who is age 18 or older and capable of directing care on behalf of a person receiving PCA/CFSS services when the person is assessed as unable to direct their own care. In PCA, this individual is called the RP. In CFSS, this individual is called the participant’s representative.

Note: All references to “representative” on this page refer to the participant’s representative, unless otherwise specified.

Overview

A person may use PCA/CFSS services outside of Minnesota, within the 50 United States and the District of Columbia, if they meet all of the following criteria:

  • · Direct their own care or have an RP/representative who directs their care while outside the state.
  • · Have a current, authorized service agreement.
  • · Continue to be enrolled in an applicable Minnesota Health Care Program (MHCP), which includes meeting all residency requirements.
  • · Receive an annual assessment in their Minnesota residence.
  • · Temporarily live outside of Minnesota for educational or training purposes, employment or vacation.
  • A person may not use PCA/CFSS services outside of the United States.

    Person’s responsibilities

    The person must tell their PCA/CFSS provider agency or financial management services (FMS) provider that they want to use PCA/CFSS services outside of Minnesota before they leave the state.

    The person must document the following information in their service delivery plan:

  • · How their needs will be met during their time out of state.
  • · Emergency back-up plans.
  • Provider agency’s responsibilities

    All PCA/CFSS provider agencies must be enrolled with MHCP before providing PCA/CFSS services. This is true regardless of the location of the agency.

    Provider agencies must follow all MHCP enrollment requirements and program policies.

    FMS provider’s responsibilities

    Only FMS providers currently contracted and enrolled with DHS can provide FMS services to people who receive CFSS services. This is true regardless of where the person is located.

    FMS providers must follow all program policies.
