Comparison of PCA and CFSS

DHS is in the process of replacing PCA with CFSS. For more information about this transition, refer to CFSS Manual – Transition from PCA and CSG to CFSS.

Differences

PCA does not include financial management services (FMS). This page applies to CFSS only.

Definition

Financial management services (FMS): Services that provide help with financial tasks, billing and employer-related responsibilities for people who self-direct their services through CFSS. These services are provided by FMS providers. For information about providers, refer to CFSS Manual – FMS provider requirements for CFSS.

Note: FMS providers also provide similar services to people using consumer directed community supports (CDCS). For information about those services, refer to CDCS Manual – FMS for CDCS.

Applicability

The following people must choose an FMS provider:

  • · People who use the CFSS budget model.
  • · People who use the CFSS agency model and also purchase goods/services.
  • People who use the CFSS agency model and do not purchase goods/services do not need to choose an FMS provider.

    Covered services

    The FMS provider performs vendor fiscal/employer agent (VF/EA) tasks. This means the FMS provider’s role is to:

  • · Support people using the CFSS budget model to fulfill their responsibilities in being the employer of their workers.
  • · Facilitate the purchase of goods/services for people in both the CFSS agency and budget models.
  • In this role, the FMS provider performs tasks that include, but are not limited to:

  • · Bill DHS and paying vendors or the person’s individual workers for authorized goods and services.
  • · Ensure the person’s CFSS spending follows the rules of CFSS and the approved service delivery plan (refer to CFSS Manual – PCA/CFSS covered services).
  • · Help the person obtain workers’ compensation.
  • · Educate the person on how to employ workers.
  • · Document and report all spending of CFSS funds.
  • · Initiate background studies for workers.
  • · File federal and state payroll taxes for workers on the person’s behalf.
