Definition

Active treatment: Aggressive, consistent implementation of a 24-hour program of specialized and generic training, treatment, health services and related services.

ICF/DD responsibilities

The ICF/DD is responsible for active treatment at the day training and habilitation (DT&H), services during the day, retirement and any other service(s) billed as a pass through of the ICF/DD. The ICF/DD coordinates consistent training approaches, training materials and integrated opportunities for learning for each 24-hour period.

Compliance principles

Active treatment is directed toward:

  • · Acquisition of behaviors necessary for the person to function with as much self-determination and independence as possible
  • · Prevention or deceleration of regression or loss of current optimal functional status.
  • Each person who resides in an ICF/DD must receive a continuous active treatment program. The condition of participation of active treatment is met when individuals:

  • · Maintain functioning to the maximum extent possible in the presence of degenerative or other limiting conditions
  • · Have developed increased skills and independence in functional life areas, for example: communication, socialization, toileting, bathing, household tasks
  • · Need continuous, competent training, supervision and support in order to function on a daily basis
  • · Receive continuous, competent training, supervision and support that promotes skills and independence.
  • The condition of participation of active treatment is not met when individuals:

  • · Can function independently without continuous training, supervision and support by staff
  • · Are not involved in activities that address their individualized priority needs
  • · Do not have opportunities to practice new or existing skills and make choices in their daily routines
  • · Have decreased functional abilities or have not improved and the ICF/DD has failed to identify barriers and implement a plan to minimize or overcome barriers.
