RECERTIFICATION PROCESSING STANDARDS

Complete the review process by the end of the certification period. See 0002.09 (Glossary: Calendar Month...) for the definition of certification period, 0009.06 (Recertification Process).
When a recertification form is provided timely and is complete, restore benefits to units who lost benefits because the county agency or Tribal Nation failed to process a recertification before the end of the certification period.
MFIP, GA:
Terminate benefits if a unit fails to return or complete a Household Update Form (HUF) (DHS-8107) (PDF). See TEMP Manual TE02.04.04 (Autoclose: MAXIS Processes for HRF/REVW). Also, terminate benefits if a unit fails to complete an interview, or fails to provide mandatory verifications before the last day of the certification period. See TEMP Manual TE02.08.006 (Reviews: Missing Verifications) for proper coding instructions. Give the unit a notice of termination at least 10 days before the end of the certification period. See 0009.06.06 (Recertification Interview), 0010.18 (Mandatory Verifications), 0026.12.03 (10 Day Notice).
● | If the unit turns in the HUF before the last day of the certification period, the case remains closed. If the unit completes the recertification process during the next month, reinstate the case. Do not prorate benefits. |
● | If the unit turns in the HUF after the end of the certification period, the case may be reinstated if all recertification requirements are met by the end of the last day of the month of closure. If reinstated, cases are eligible for the entire benefit month and benefits are not prorated. See 0005 (Applications), 0022.12.02 (Beginning Date of Eligibility), 0022.12.03 (Proration). |
Note: A CAF, Household Update Form (HUF) (DHS-8107), or MNbenefits application may be used as the recertification form.
SNAP:
The first step of the recertification process is to notify the unit when they need to recertify benefits. MAXIS is programmed to send open and active SNAP cases a notice of expiration and the recertification form 45 days prior to the end of the unit’s current certification period. For cases closed on the 45th day prior to the end of the unit’s current certification period that are later reinstated, workers must manually mail the unit the recertification form and the notice of expiration no later than the last day of the month before the last month of the certification period. Cases cannot be closed for not providing a recertification without sending a timely notice of expiration. See 0026.45 (Notice of SNAP Expiration) and TEMP Manual TE02.08.054 (Reinstating a Case With a Review Due). In addition, the unit must be provided a notice of expiration when their application is approved if:

● | You certify the unit in the 2nd month of a 2-month certification period. The notice of expiration and recertification form needs to manually be mailed. It is not sent through MAXIS. |
OR | |
● | All unit members are receiving cash assistance and you processed their SNAP and cash assistance applications at the same time. The notice of expiration and recertification form will be sent through MAXIS except for cases that were closed on the 45th day prior to the end of the unit’s current certification period. |
Next, determine if the unit returns the recertification form timely and it is complete. Complete means:
- All applicable questions for SNAP on the recertification form are answered.
- The recertification form is signed by an adult unit member or a designated authorized representative. A verbal signature may be accepted. See 0005.12.08 (Verbal Signatures).
Timely means:
- When a unit receives a notice of expiration at the time of certification due to a 1-or 2-month recertification period return the form within 15 days of receiving the notice of expiration.
- For all other cases certified longer than 1 or 2 months, the complete form is returned by the 15th day of the last month of their current certification period.
Timely processing means there is time to schedule the interview, request required verifications and allow the unit 10 days to return verifications so that there will not be an interruption in the receipt of their SNAP benefits. If the recertification form is not provided timely, it is subject to delayed processing. This means there may not be time to schedule the interview, request required verifications and allow the unit 10 days to return verifications in time for the unit to receive benefits on their normal staggered issuance date.
Note: If the recertification form is received on weekends, holidays, or after hours, the received date is the next business day.
The time frame for completing the recertification process depends on when the unit returns the recertification form, completes the interview, and provides all mandatory verifications. See 0009.06.06 (Recertification Interview), TEMP Manual TE02.04.04 (Autoclose: MAXIS Processes for HRF/REVW), TE02.08.006 (Reviews: Missing Verifications) for MAXIS instructions.
The unit must complete the recertification process, which means providing the recertification form, completing the interview, and providing any mandatory verifications by the end of the month the recertification is due or their case will auto-close. When the unit completes the recertification process within 30 days after the date of closure reinstate and pro-rate benefits from the date the unit completed the process. If this is not completed within 30 days of the date of closure, the unit will need to re-apply for benefits.
Note: A HUF, CAF, MNbenefits application or Combined Annual Renewal for Certain populations may be used as the recertification form.
If the CAF or MNbenefits application is received in the month after the recertification was due, treat the CAF or MNbenefits application as a new application and screen for expedited SNAP. See 0004 (Emergencies), 0005 (Applications), 0022.12.02 (Beginning Date of Eligibility), 0022.12.03 (Proration).
