DHS seeks input on value-based payment options for HCBS

DHS invites Disability Waiver Rate System (DWRS) providers, provider groups and lead agencies to complete a short web-based survey, VBP Provider Stakeholder Survey. Your feedback will help us understand your perspective on the services/support system for people with disabilities.

The survey should take about 15 minutes to complete. Please submit by Oct. 30, 2020.

Background

DHS is exploring how value-based payment can promote new models of care, services, and reimbursement structures that use public dollars more efficiently while improving outcomes for those served by Minnesota Medical Assistance’s four 1915(c) disability waivers.

Value-based payment is an approach to paying health care and other Medicaid providers on the basis of quality and efficiency rather than on the volume of services provided, as is the case with traditional fee-for-service reimbursement.

Survey details

DHS has contracted with Mathematica (a policy research firm) to propose VBP options that align with current best practices and stakeholders’ input. Survey feedback will ensure that VBP options are grounded in the needs and values of HCBS providers and the people/families they serve.
