Each calendar year, DHS gives lead agencies a DD Waiver budget to manage waiver authorizations and spending. DHS includes home-care costs for waiver participants in the lead agency's budget.

When it enrolls a new recipient, the lead agency must choose if the person will start the DD Waiver with new resource allocations or use service optimization.

New resource allocations

DHS awards new resources to lead agencies that use diversion and conversion allocations. DHS allocates new DD diversion allocations to lead agencies each January. Total lead-agency allocations change based on the number of people who receive services. Lead agencies can view their DD Waiver allocations in the Waiver Management System.

Diversion

Lead agencies use a diversion to serve an eligible person without decertifying an ICF/DD bed.

Conversion

DHS will award a lead agency a funded conversion allocation when:

Service optimization

Lead agencies may serve additional enrollees without a new resource diversion or conversion allocation. This is called service optimization. Lead agencies do not receive additional funding through service optimization.

Lead agencies must allow a person to return to the DD Waiver when he/she is discharged from the DD Waiver for short-term admission to an ICF/DD. For more information, see CBSM – Short-term admission to an ICF/DD from the DD Waiver.

The lead agency annual enrollment period runs from Sept. 1 through Nov. 30 each year. During this time, a lead agency must use the Waiver Management System to:

DHS may provide additional DD Waiver funding to lead agencies to assure recipients' needs are met in the event of unexpected or significantly increased service costs.

Lead agencies may contact the DSD Response Center if they believe they need additional funding.
